Considerations for MPO Boundary <br />Decisionfor Option 4 <br />PURPOSE: <br />To receiveinformation, provide direction, and/or a recommendationon <br />Metropolitan Planning Organization Boundaries within Orange Countypending the <br />September 20, 2012discussion with the City of Mebane. <br />BACKGROUND: <br />The Metropolitan Area Boundary (MAB) of theDurham-Chapel Hill- <br />Carrboro Metropolitan Planning Organization (DCHC MPO) was expanded in February <br />2010 in western Orange County along the I-40/I-85 corridor. Federal legislation requires <br />that an MPO’s MAB contain, at a minimum, the entire Urbanized Area (UZA), as defined by <br />the U.S. Census, and the contiguous geographic area(s) likely to become urbanized within <br />the twenty year forecast period covered by the transportation plan for the region. <br />The MPO‘s boundary was expanded at that time because the MPO was beginning the <br />process of developing its2040 Long Range Transportation Plan (LRTP) that included the <br />highway, transit, fixed-guideway, bicycle and other transportation services and facilities <br />planned for construction. In January, 2011 the North Carolina Department of <br />Transportation (NCDOT) discovered that there was an overlap of boundaries between the <br />two MPOs in Orange County. Attachment 1depicts the current Burlington-Graham <br />Metropolitan Planning Organization (BG MPO) and the DCHC MPO boundaries in Orange <br />County, including the areaof overlap. <br /> <br />
