3 <br /> This is a somewhat unique and new process for the County. The CZ process is intended to <br /> allow open dialogue and negotiation between the applicant and the County on the viability of the <br /> proposed land use and the overall design of a given project. <br /> The County is now, technically, in the negotiation phase of the project as the applicant is <br /> seeking to modify existing development criteria staff has determined apply to the project, most <br /> notably land use buffers. Through this negotiation process, additional conditions and <br /> recommendations can be made to address various concerns and finalize the site plan. <br /> As the County continues this review, staff will take note of potential procedural modifications <br /> designed to streamline the process, allow for additional opportunity for dialogue amongst the <br /> BOCC and the applicant on the project, and make the process more user friendly for all parties. <br /> FINANCIAL IMPACT: This request has been reviewed by various County departments who <br /> have determined that the approval or denial of the request would not create the need for <br /> additional funding for the provision of County services. <br /> RECOMMENDATION(S): The Manager recommends the Board: <br /> 1. Continue deliberation on the application and provide additional feedback on the project; <br /> 2. Refer the matter to the Planning Board with a request that a recommendation be returned <br /> to the Board of Commissioners in time for the November 20, 2012 BOCC regular <br /> meeting; and <br /> 3. Adjourn the public hearing until November 20, 2012 in order to receive the Planning <br /> Board's recommendation and any submitted written comments. <br />
