Chair Jacobs suggested adding the Southern Community Park and the Aquatics Center
to this list and to share with the taxpayers what Orange County is doing.
John Link said that items 2-b and 2-c represent an enormous amount of work by the
County, and the citizens need to know about how the landscape of the County is going to be
changing for the better as a result.
Commissioner Halkiotis said that at the planning meeting for the senior center, they
discussed being able to lease and use school properties such as auditoriums. He wants to
bring this up to the school systems next week because he does not want to be asked to fund
any more big buildings that they will not allow County agencies or citizen groups to rent. It is
not fair, it is not happening, and people are getting frustrated. This has been happening for
years.
Chair Jacobs said that they talked about this at the last School Collaboration meeting
and representatives of each Recreation board ar department were present and stated their
concerns.
Chair Jacobs said that Orange County did make a commitment to Lake Michael and he
did not see it anywhere. Donna Dean-Coffey said that there is $25,000 for this starting next
year. This is on page 3-41.
d. Information Technology (page 3-37)
Donna Dean-Coffey said that the items on page 1 of 4 and the first half of page 2 of 4
are included in the Manager's Recommended Budget. Everything else -the second half of
page 2, page 3, and page 4 were the other items that were requested. She pointed out the very
last block on page 4 and that there were 95 field laptops requested, and of those 95, they have
been able to fund 65 with the Manager's Recommended Budget.
Commissioner Halkiotis said that he is pleased with what staff has developed here and
what the Manager has recommended far approval. He met with the Sheriff about field laptops
and the Sheriff already has eight ruggedized laptops. He made reference to the report that was
presented to them by Planning that showed haw many people hours could be saved by going
with technology, and said that the Sheriff has two and a half staff every day that are taking field
reports from deputies. He also read a report that EMS is using four full-time EMTs to key data
collected in the field into the State's tracking system. He thinks that it is important for the
County Commissioners to know which departments have to key in information. He wants to do
the work smarter and better by using technology. He thinks that the proposal by the Manager
far Planning, EMS, the Sheriff, DSS, Tax Assessor, Animal Services, and the Health
Department is good.
Commissioner Faushee asked about software support and those departments who use
software that is not supported by Information Technology. Her fear is what type of disasters
might occur when some application has been put together by someone who may leave the
County and others might not be able to provide support when the application crashes. She has
heard that this has gone on in particular departments.
Todd Janes said that far the mast part they are working with third party vendors that
have great support. There are occasional applications that do not have the full support. He
said that Information Technology can look at putting together along-term support plan to deal
with anything like this.
Chair Jacobs said that the County Commissioners all agree with Commissioner Foushee
on this issue.
