Foushee, Alice M. Gordon, and Stephen H. Halkiotis <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEY PRESENT: <br />COUNTY STAFF PRESENT: County Manager John Link, Assistant County Manager <br />Gwen Harvey and Clerk to the Board Donna S. Baker {All other staff members will be identified <br />appropriately below} <br />ARAB MEMBERS PRESENT: Chair Allan Rosen, Vice-Chair Artie Franklin, Barbara <br />Mull, Steven Clemens Sr., Alejandro Hansen, Gary Gaddy, Bonnie Gates, Martha Hoylman, <br />Jack Chestnut, Jabrina Robinson, and Betty Tom Davidson <br />ARAB MEMBERS ABSENT: Vivian Herndon-Latta, Elizabeth Preddy, and Nannie <br />Richmond <br />ARAB STAFF PRESENT: Tara Fikes, Roxanne Reynolds <br />I. Introductions and Opening Comments Barry Jacobs, BOCC Chair <br />Allan Rosen, ARAB Chair <br />There were introductions by all. <br />Chair Jacobs said that when he was Planning Board Chair in 1987, there was a Low and <br />Moderate-Income Housing Task Force. Tara Fikes said she is looking for the report so they can <br />see what has been done in 20 years. He wants to bring up how mobile homes are a viable part <br />of the affordable housing stock, which was a big focus of the report in 1987. <br />Allan Rosen said that they would not be asking for budget requests tonight. He said that <br />he and Jack Chestnut were the original appointees to this board. Tonight they have 11 <br />members out of 14 in attendance. He thanked staff and Commissioner Foushee {Commissioner <br />liaison on the ARAB). He said that they would like to increase the pace of the work and that <br />there is more that they could do. <br />II. Bond Program Administration Recommendation Tara L. Fikes <br />HousinglCD Director <br />Tara Fikes said that one of the responsibilities of the ARAB is to monitor the affordable <br />housing bond program. They are thinking about changing the administration of the program, <br />which would require a change in the band policy that the Board approved in September 1998, <br />but it was amended in June 2004.
