Land Use Goal 2: Land uses that are appropriate to on-site environmental <br /> conditions and features and that protect natural resources, cultural resources, and <br /> community character. <br /> c. Land Use Goal 3: A variety of land uses that are coordinated within a program <br /> and pattern that limits sprawl, preserves community and rural character, minimizes <br /> land use conflicts, supported by an efficient and balanced transportation system. <br /> 6. Staff has determined that the proposed Zoning Atlas Amendment, and SUP modification, <br /> are consistent with the provisions and goals of the Joint Planning Land Use Plan and <br /> Joint Planning Agreement. <br /> JPA Review: In accordance with the Joint Planning Area Agreement, this project was sent to <br /> the Town of Chapel Hill and the Town of Carrboro for review and comment on April 18, 2012. <br /> To date no comments have been received. <br /> Public Hearing Procedural Information: In accordance with Section 2.7.8 (A) (3) and 2.8.8 (B) of <br /> the UDO, the BOCC has requested that the Planning Board recommendation be made available <br /> in time for the September 18, 2012 BOCC regular meeting. As a procedural note, additional <br /> comments on the application should be submitted in writing to the Planning Board in order to <br /> become part of the official record of these proceedings. <br /> Planning Director's Recommendation: In accordance with the provisions of Section 2.7.4 and <br /> 2.8.5 of the UDO, the Planning Director recommends approval of the rezoning request and <br /> SUP modification, subject to the following: <br /> • Approval of a Resolution of Rezoning approval authorizing the change in zoning of the <br /> property (Attachment 2), <br /> • The recommended findings of fact associated with the approval of the Class A Special <br /> Use Permit modification as detailed within Attachment 4, <br /> • The imposition of the recommended conditions (Attachment 4), <br /> • Based on the BOCC's ability to make an affirmative finding on the general and specific <br /> standards outlined within Section 5.3.2 (A) and (B) of the UDO. <br /> FINANCIAL IMPACT: This request has been reviewed by various County departments who <br /> have determined that the approval or denial of the request would not create the need for <br /> additional funding for the provision of County services. <br /> RECOMMENDATION(S): The Planning Director recommends that the Board: <br /> 1. Deliberate on the petition, <br /> 2. Consider the Planning Director's recommendation to: <br /> a. Approve the Resolution of Rezoning Approval contained within Attachment 2, and <br /> b. Make the necessary findings relating to the approval of the SUP modification as <br /> detailed within Attachment 4. <br /> 3. Make a recommendation to the BOCC on the General Use Rezoning petition and SUP <br /> modification in time for the September 18, 2012 BOCC regular meeting. <br />
