3 <br /> Joint Planning Area (JPA) Review: In accordance with the Joint Planning Area Agreement, this <br /> project was sent to the Town of Chapel Hill and the Town of Carrboro for review and comment <br /> on April 18, 2012. To date no comments have been received. <br /> Public Hearing Procedural Information: In accordance with Section 2.7.8 (A) (3) and 2.8.8 (B) of <br /> the UDO, the BOCC has requested that the Planning Board recommendation be made available <br /> in time for the September 18, 2012 BOCC regular meeting. As a procedural note, additional <br /> comments on the application should be submitted in writing prior to the Planning Board meeting <br /> in order to become part of the official record of these proceedings. <br /> FINANCIAL IMPACT: This request has been reviewed by various County departments who <br /> have determined that the approval or denial of the request would not create the need for <br /> additional funding for the provision of County services. <br /> RECOMMENDATION(S): The Manager recommends the Board: <br /> 1. Receive the Planning Board recommendation; <br /> 2. If necessary, deliberate further on the application; <br /> 3. Close the public hearing; and <br /> 4. Take action on the request by: <br /> a. Review and approval of the Special Use Permit Findings of Fact Sheet contained <br /> within Attachment 5 of this abstract and make the appropriate findings that the <br /> application complies with the various sections of the UDO, including the general <br /> findings as denoted within Section 5.3.2 (A) (2). <br /> b. Approving the Ordinance Amending the Orange County Zoning Atlas as contained <br /> within Attachment 6 of the abstract; and <br /> c. Approving the Resolution Concerning Statement of Consistency as contained <br /> within Attachment 8 of the abstract certifying that the approved zoning atlas <br /> amendment is consistent with the goals and policies of the adopted 2030 <br /> Comprehensive Plan. <br />
