Quote David Cannell, (919) 245-2651 <br /> PURPOSE: To consider awarding a bid for the purchase of a new Front End Loading Garbage <br /> Truck from Carolina Environmental Systems, Inc. (CES) of Kernersville, NC. <br /> BACKGROUND: The purchase of a Front End Loading Garbage Truck (FEL) was included in <br /> the 2012-2013 Solid Waste Management budget to replace an existing 2005 FEL with over <br /> 90,000 miles. This vehicle is used to collect household garbage from all convenience centers <br /> that utilize open top containers in addition to all County government buildings and county <br /> schools. <br /> North Carolina General Statute (NCGS) 143-129(e)(3) allows local governments to make <br /> purchases through a competitive bidding group purchasing program, which is a formally <br /> organized program that offers competitively obtained purchasing services at discount prices to <br /> two or more public agencies. The National Joint Powers Alliance (NJPA) is a cooperative <br /> purchasing group that meets the requirements of NCGS 143-129(e)(3). The specific contract is <br /> Number 060612-ESG, Solid Waste and Recycling Collection Equipment with Related <br /> Equipment, Accessories and Supplies. The terms of the contract call for items to be sold and <br /> serviced through a local dealer. Since this item is two separate bids, the County requires one <br /> (1) responsible dealer to be the "seller" of the combined units. CES has previously been the <br /> recommended dealer for this combination and has provided documentation accepting <br /> responsibility for the combination of the units under this bid. <br /> Staff compiled a list of specifications that meet the County's needs and compared these <br /> specifications to information within the Request for Proposals (RFP). There were no noted <br /> deficiencies and staff determined that all specifications met the County's needs. <br />
