Chair Jacobs referred to an article in the News and Observer included with the abstract, <br />which refers to the attempt that Cary made, without the concurrence of the County <br />Commissioners or the school board and it died because it was not fully supported. <br />Commissioner Foushee made reference to the impact of development in the Orange <br />County portion of Mebane and how this will impact OCS. She asked if there has there been any <br />discussion with Mebane officials about SAPFO. Rod Visser said that the OCS and Mebane met <br />and John Link said that they have had engaging discussions with Mebane about SAPFO and <br />they are aware of what Orange County is doing and why. <br />Chair Jacobs said that Mebane conceded that it was a significant impact and that they <br />should work more closely with the OCS, and when the Mayor of Mebane found out that the staff <br />had not been cooperating, as fully with Craig Benedict in providing timely information, he was <br />rather perturbed. The next morning the County Commissioners got an email detailing every <br />single development proposal. He thinks that this is an evolving relationship with Mebane. He <br />thinks that the traffic in Mebane is starting to reach a tipping point. <br />Craig Benedict said that informally they are keeping in mind how many houses are <br />being built in Mebane. In other parts of the County the actual CAPS that are issued for new <br />development are part of the projection thoughts. The projection curves can change really fast <br />when children from Mebane start coming to Orange County schools. <br />Geof Gledhill said that, as data is collected with respect to Mebane on OCS capacity, it <br />will become increasingly important to bring Mebane in the fold. <br />Chair Jacobs made reference to the last item on the second page and read, "It may be <br />desirable to perform the study to determine if the adopted student generation rates are accurate <br />for dwellings within the City of Mebane." He asked if someone would propose this or if it was <br />out there for some future time. Craig Benedict said that it is part of their budget process this <br />year to look at school impact fees and student generation rates. <br />Chair Jacobs pointed out the items about implementing reduced class size and that the <br />capacity reduction will be almost the equivalent of an entire elementary school. <br />11.
