d. TDR Feasibility Study -Supplemental Scope of Services <br />The Board reviewed the proposed Supplemental Scope of Services for the Transfer of <br />Development Rights (TDR} Feasibility Study and considered approval of an amended <br />professional services contract with the Louis Berger Group, Inc. <br />Craig Benedict said that they have a contract with Louis Berger Group, Inc. and the <br />UNC-Charlotte Institute of Government to provide analysis on a transfer of development rights <br />program. The first phase was to determine if this is feasible in Orange County. The original <br />contract was for $39,100, which was one half of the next lowest bidder. There have been a <br />series of TDR meetings over the last six months. The original contract included only four task <br />farce meetings and two public meetings. Based on the interest and questions at the task farce <br />meetings, there is a need for two more task force meetings to include $4,900 more in the overall <br />contract. The funds would come from the same source as the original contract, which is the <br />Board of County Commissioners' Contingency Fund. They believe that these two meetings can <br />wrap up the need for the task force review of the economic models. <br />Commissioner Halkiotis asked how much was left in the Commissioners' Contingency. <br />The staff will come back with this information. <br />Chair Jacobs said that the consultants have tried to move meetings at a fast pace but <br />people have a lot of questions and it has taken longer than first proposed. <br />Commissioner Halkiotis asked if there was anywhere in North Carolina with TDR and <br />Chair Jacobs said no. <br />Commissioner Gordan said, according to budget amendment #12, after the $2,000 to <br />cover the cost of hosting the Eno River Confluence, there is $12,000 remaining in the <br />Commissioners' Contingency. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Foushee to <br />approve the proposed Supplemental Scope of Services from the Louis Berger Group, Inc., (not <br />to exceed $4,971.10} for two additional TDR Task Force meetings and modification to the public <br />meeting format to have an advisory board emphasis. <br />VOTE: UNANIMOUS <br />e. Appointments <br />(1 J Childcare Taskforce - BOCC Appointments <br />The Board considered making BOCC appointments to the Childcare Taskforce. <br />A motion was made by Commissioner Carey, seconded by Commissioner Gordon to <br />appoint Commissioner Foushee as the BOCC representative, Commissioner Halkiotis as an <br />alternate, and Chair Jacobs as second alternate. <br />VOTE: UNANIMOUS <br />(2) Rogers Road Small Area Plan Taskforce -Appointments <br />The Board considered making appointments to the Rogers Rd. Small Area Plan <br />Taskforce. <br />Chair Jacobs pointed out that next week there is a request from the Inter-Faith Council <br />for one Commissioner for each of two task forces. Also, they believe that Carrboro wants the <br />Board to appoint at least one elected official to a task force for its Northern Transition Area. <br />This could be done tonight or later. <br />Commissioner Carey volunteered to serve on the Rogers Road Small Area Plan Task <br />Farce. The Board accepted this by acclamation. <br />(3) Orange County Board of Adiustment <br />The Board considered making a new appointment to the Orange County Board of <br />Adjustment. <br />
