$1,700 to provide gravel for a walking track. They have savings from Recreation and Parks' <br />operating budget from this past fall that could be used. It was proposed to add a couple of <br />benches to the front door area and these would be permanent fixtures and the walking track <br />would be temporary. The walking track is 60 feet from the right-of-way and is not close to the <br />road. The track is six feet wide and seven laps would make one mile. <br />Commissioner Gordon said that this walking track grew out of a request to her from the <br />community. She then brought it forward to see if it was feasible and worked with a walking track <br />group to develop the details. She commended Lori Taft and Dave Stancil and their staff for <br />figuring out haw this could be done. She said that most of the community was supportive of this <br />and while there was some concern about safety, she thinks this is a good idea and amazingly <br />inexpensive. She understands that if the Board approves this tonight, the walking track could <br />be opened in about three weeks. <br />Commissioner Halkiotis asked if there are outside security lights facing the building and <br />Lori Taft said that she did not know. Commissioner Halkiotis said that this could be made more <br />usable by putting some outside lighting to allow people to walk in the evening in a safe and <br />secure manner. <br />Chair Jacobs said that once they update what they are doing, he wants to post some <br />kind of schedule in the windows at the Northern Human Services Center to let the community <br />know what is going on there. <br />A motion was made by Chair Jacobs, seconded by Commissioner Halkiotis that a <br />temporary gravel track, benches, and other amenities at a cost of approximately $3,000 be on <br />the east side of the Northern Center for recreational purposes. <br />Commissioner Gordon asked that the motion include ratifying the detailed timetable and <br />all agreed. <br />VOTE: UNANIMOUS <br />Chair Jacobs said that he also went to the Bluegrass Festival at Cedar Grove and <br />experienced the rain shower that stopped the music. He noticed that there are two tennis <br />courts there that are not being used that were apparently once sealed and used by students <br />when it was a school. He wonders if the County could look at these since there is a constant <br />demand for tennis courts. Lori Taft will look into this. <br />Commissioner Gordon said to also make known that the Northern Human Services <br />Center Library weekday evening hours will be extended from 5:OOpm to 7:OOpm. <br />A member of the Cedar Grove Ruritan Club made reference to the tennis courts and <br />said that they were used years ago by the community and they are in disrepair. He said that he <br />and another member of RPAC had looked into grant money to no avail and the Ruritan Club has <br />not been interested in upgrading these courts. He said that it would be great if Orange County <br />wanted to pursue this. <br />b. SUP-A-1-06: Partnership Academy Alternative School for Orange County <br />(Class A Special Use Permit) <br />The Board considered closing the public hearing, hearing recommendations, and then <br />making a decision regarding the Class A Special Use Permit application for the Partnership <br />Academy Alternative School far Orange County. <br />John Link said that the purpose of this is to consider closing the public hearing related to <br />the special use permit application for the Partnership Academy Alternative School for Orange <br />County. After closing the hearing, the recammendatiansfrnm the Planning Board will be heard <br />and the Board can make a decision regarding the application. <br />The following was done verbatim as requested. <br />Robert Davis, Current Planning Supervisor, said that he was still under oath as were the <br />applicants.
