6 <br /> • Adoption of a separate statement denoting the atlas amendment complies with an <br /> adopted comprehensive plan. This statement must describe whether the action is: <br /> `consistent with any controlling comprehensive plan and explain why the action is <br /> reasonable and in the public interest'. <br /> It should be noted that according to North Carolina General Statute, this statement is not <br /> subject to judicial review. <br /> Staff has revised the standard practice and provided the required statements consistent with the <br /> Court's decision. Please refer to Attachment 15 for the Ordinance amending the zoning atlas <br /> and Attachment 17 for the resolution denoting consistency with the 2030 Comprehensive Plan. <br /> FINANCIAL IMPACT: There is no direct financial impact at this time beyond planning staff <br /> analysis, mailings and cost of a community meeting. However, these amendments prepare for <br /> appropriate land use and zoning categories that can bolster economic development <br /> opportunities in the County and its utility/urban growth partnership with the City of Durham. <br /> RECOMMENDATION: The Manager recommends the Board: <br /> 1. Receive the Planning Board recommendation <br /> 2. Deliberate as necessary on the proposed amendments to the: <br /> a. Future Land Use Map, and <br /> b. Orange County Zoning Atlas <br /> 3. Consider and approve the various resolutions and ordinances contained herein, <br /> specifically: <br /> a. Resolution Amending the 2030 Comprehensive Plan Future Land Use Map as <br /> contained within Attachment 14; <br /> b. Ordinance Amending the Orange County Zoning Atlas as contained within <br /> Attachment 15; and <br /> c. Resolution Concerning Statement Consistency with the 2030 Comprehensive Plan <br /> as contained within Attachment 17. <br />
