ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 6, 2012 <br /> Action Agenda <br /> Item No. 6-a <br /> SUBJECT: Eno Economic Development District (EDD) Area Land Use and Zoning <br /> Amendments <br /> DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y/N) Yes <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> See List of Attachments on Pages 7 and 8 Craig Benedict, Director, 245-2575 <br /> PURPOSE: To receive the Planning Board recommendation, close the public hearing, and <br /> make a decision on County-initiated amendments to the Future Land Use Map and Zoning <br /> Atlas. <br /> BACKGROUND: This item was heard at the February 27, 2012 and May 29, 2012 Quarterly <br /> Public Hearings. The proposed action consists of the following: <br /> Land Use — Attachment 1 , page 8 <br /> 1. Change Land Use for 55.9 acres from Commercial Node to 10-Year Transition <br /> 2. Change Land Use for 130.8 acres from Commercial Node to Economic Development <br /> 3. Change Land Use for 181.3 acres from Rural Residential to Economic Development <br /> (Plus 125.5± acres of right-of-way in the interstate and rail corridor) <br /> Zoning —Attachment 2A, page 9 <br /> (Zoning amendments were reduced from the February 27 and May 29, 2012 proposals) <br /> A. Change Zoning for 159.25 acres from R-1 (Rural Residential) to EDE-1 (Economic <br /> Development Eno Lower Intensity) <br /> B. Change Zoning for 21± acres (including right-of-way) from R-1 (Rural Residential) to <br /> EDE-2 (Economic Development Eno Higher Intensity) <br /> There are overlaps of the land use and zoning amendments, so these amendments do not <br /> exactly encompass the same lands. <br /> A second public outreach meeting was held on April 25, 2012. Additional public <br /> comment along with the original public hearing comments have prompted an amended <br /> planning staff recommendation to withdraw several properties (over 95 acres) south of <br /> the railroad tracks and another area west of Stoney Creek from the zoning amendments. <br /> The changes are shown on new maps on Attachment 2A shown as area C — N/C (N/C <br /> signifies no change to existing zoning). <br /> After the May 29, 2012 Quarterly Public Hearing, input from the public showed concern <br /> for the rezoning of a mobile home park (i.e. Mobile Home Acres) from R-1 to an EDE-2 <br /> zoning designation because of the higher intensity use. <br />
