13 <br /> CONSTRUCTION MANAGEMENT AND PROJECT INSPECTION <br /> DUTIES AND RESPONSIBILITIES OF THE ENGINEER <br /> AND THE RESIDENT PROJECT REPRESENTATIVES) <br /> The ENGINEER shall perform all required services to adequately inspect the project and insure compliance with the <br /> detailed drawings and contract documents. Services shall also include all work to maintain project schedule and budget, <br /> review all requisitions, and make recommendations for payment. The ENGINEER shall coordinate all construction <br /> management activities for the OWNER,including the following tasks; <br /> Construction Management Responsibilities of the ENGINEER <br /> 1. Prepare formal contract documents, including any and all documents required for execution of the <br /> construction contract by OWNER. <br /> 2. Provide construction inspection and construction management services as necessary to expedite <br /> construction in a timely fashion,insuring that total compliance with general and technical specifications are <br /> met by the successful bidder, and that construction is in strict accordance with the plans such that the <br /> OWNER receive FIRST-CLASS workmanship and materials,and maintain accurate inspection files. <br /> 3. Prepare and issue change orders,and review any and all request for change order from the successful bidder. <br /> 4. Investigate any and all request for partial and final payments prior to approval to insure payment to bidder in <br /> accordance with the contract documents as executed and amended. <br /> 5. Conduct final inspection of construction upon completion of work by the successful bidder,and accompany <br /> OWNER on courtesy inspection prior to approval of final payment to successful bidder. <br /> 6. Prepare "AS-BUILT" record drawings and provide two (2) sets to OWNER along with certification of <br /> completion and satisfaction of project requirements and recommendation of final acceptance by the <br /> OWNER.Record Drawings shall also be provided in digital format based on OWNER's preference. <br /> In order to assist in providing the highest quality project,the ENGINEER shall furnish a Resident Project Representative <br /> (RPR), assistance and other field staff to assist ENGINEER in observing performance of the Work of the Contractor. <br /> The duties and responsibilities of the RPR(s) are limited to those of ENGINEER in ENGINEER's agreement with the <br /> OWNER and in the construction Contract Documents,and are further limited and described as follows; <br /> RPR is ENGINEER's agent at the site,will act as directed by and under the supervision of ENGINEER,and will confer <br /> with ENGINEER regarding RPR's actions. RPR's dealings in matters pertaining to the on-site work shall in general be <br /> with ENGINEER and CONTRACTOR keeping OWNER advised as necessary. RPR's dealings with sub-contractors <br /> shall only be through or with the full knowledge and approval of CONTRACTOR. RPR shall generally communicate <br /> with OWNER with the knowledge of and under the direction of ENGINEER. <br /> Duties and Responsibilities of RPR. <br /> 1. Schedules: Review the progress schedule, schedule of Shop Drawing submittals and schedule of values <br /> prepared by CONTRACTOR and consult with ENGINEER concerning acceptability. <br /> 2. Conferences and Meetings; Attend meetings with CONTRACTOR,such as preconstruction conferences, <br /> progress meetings,job conferences, and other project-related meetings,and prepare and circulate copies of <br /> minutes thereof. <br /> 3. Liaison: <br /> a. Serve as ENGINEER'S liaison with CONTRACTOR, working principally through <br /> CONTRACTOR'S superintendent and assist in understanding the intent of the Contract Documents; <br />
