Commissioner Foushee commended the staff for moving to a very efficient way of <br />disposing of surplus items. She asked when they could begin using this process and Pam <br />Jones said very soon. <br />Commissioner Halkiotis asked about the staff time being reduced through technology <br />and if this would be saving the County money and Pam Jones said yes. Commissioner <br />Halkiotis asked about staff time usage last year involved in this process and Pam Jones said <br />that they did not estimate staff time because it was almost impossible to do so. Public Works <br />would work for a solid two weeks bringing things out of storage for an auction. <br />Commissioner Halkiotis asked about profit last year and Pam Jones said about $30,000, <br />but they probably did not break even with staff time involved. <br />Chair Jacobs added that the Town of Chapel Hill and the Town of Hillsborough are also <br />using this. <br />Pam Jones said that they are also working with OCS because they are also starting this <br />process. <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to <br />award a contract for disposal of surplus property via electronic auction from GovDeals of <br />Montgomery, Alabama, subject to County Attorney and staff review, and to authorize the Chair <br />to sign on behalf of the Board. <br />VOTE: UNANIMOUS <br />i. RFP Award: Visitors Profile Survey <br />The Board considered awarding a contract for a Visitors Profile Survey from Equation <br />Research of Charleston, South Carolina at a cost of $10,000, and authorizing the Purchasing <br />Director to execute the necessary paperwork. <br />Chair Jacobs pointed out the one sentence that was changed: "Research by staff <br />indicates that this is the first time a study of this nature will be conducted for the Bureau." <br />A motion was made by Commissioner Carey, seconded by Commissioner Foushee to <br />award a contract for a Visitors Profile Survey from Equation Research of Charleston, South <br />Carolina at a cost of $10,000, and authorize the Purchasing Director to execute the necessary <br />paperwork. <br />VOTE: UNANIMOUS <br />L Notice of Public Hearing on Orange County's 2006 Legislative Agenda <br />The Board considered providing notice of the Board of County Commissioners' plans to <br />hold a public hearing on April 10, 2006 on potential items for inclusion in Orange County's <br />legislative agenda package for the 2006 North Carolina General Assembly Session. <br />Chair Jacobs said that they tried to create more time to consider legislative items by <br />postponing the hearing from April 10th to April 18th. Since several County Commissioners could <br />not attend and it was a short session, they questioned the necessity of having a breakfast. If <br />the other three County Commissioners wish to keep it, they can change it. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to <br />direct the Clerk to the Board and the County Manager, on behalf of the Board of <br />Commissioners, to publish a notice of the Board's intent to hold a public hearing on April 18, <br />2006 at 7:30 p.m. at the Southern Human Services Center in Chapel Hill, North Carolina to <br />receive public comments on potential items far inclusion in Orange County's legislative agenda <br />package for the 2006 North Carolina General Assembly Session; and that the Board change the <br />County Commissioners' regular meeting calendar for year 2006 to cancel the joint legislative <br />breakfast for the BOCC and Orange County's legislative delegation scheduled for April 24, <br />2006. <br />VOTE: UNANIMOUS <br />
