Commissioner Halkiotis asked if there was going to be a reimbursement and John Link <br />said that he did not think so. <br />c. Business Personal Property Audit Contract <br />The Board considered approving a contract with Evans and Associates to initiate a pilot <br />program of auditing business personal property accounts, subject to final review by staff and the <br />County Attorney, and authorizing the Chair to sign. <br />Jahn Link said that this is an innovative project to have a consulting firm work with the <br />Tax Assessor's Office to go out and conduct non-local business assessments as to personal <br />property accounts. They think that this is an efficient way to audit the business accounts and <br />derive additional revenue. <br />A motion was made by Commissioner Foushee, seconded by Commissioner Halkiotis to <br />approve a contract with Evans and Associates to initiate a pilot program of auditing business <br />personal property accounts, subject to final review by staff and the County Attorney, and <br />authorize the Chair to sign. <br />VOTE: UNANIMOUS <br />d. Request from Tawn of Carrboro far Land Transfers <br />The Board was to consider a request from the Town of Carrboro far the conveyance <br />land, within the Town limits, that is owned by the County. <br />DEFERRED <br />e. Reconfiguring STAG Funded Buckhorn Road EDD1Community Water/Sewer <br />Protect to Allow Gravelly Hill Protect to Move Forward with County Funding <br />Jahn Link said that they are pursuing the reconfiguration of federal funding as they try to <br />provide water and sewer to the new middle school and the BuckhornJCentral Efland areas. The <br />Board asked for assurance in writing from State officials and from the office of Congressman <br />Price that the redirection of the federal funding would not hurt the use of the federal funding. <br />There is a response from Robert Blowe from Construction Grants and Loans that they would <br />have no problem with the redirection of the STAG (State and Tribal Assistant Grants} funding. <br />There is also an email from Congressman Price's office that there is flexibility in the use of the <br />funds and a problem is not anticipated. He urged the Board to send the draft letter from the <br />Chair back to Mr. Blowe indicating the intent to make the change, and hopefully he would <br />respond back quickly. <br />Chair Jacobs thanked Congressman Price for this money. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to <br />receive the letter and email as adequate assurance that reconfiguring the County's STAG <br />funded utilities projects will not affect the currently existing level of STAG funding available to <br />the County; and authorize the Chair to sign the letter to CGLS, indicating the Board's intent to <br />reconfigure the STAG project such that the portion of the utilities to serve the Gravelly Hill <br />Middle School will be broken out of the STAG process and expedited by funding that portion <br />solely by County funding sources and that utility extensions that will serve the northern <br />Buckhorn community and the Central Efland community be combined to move forward within <br />the STAG funded process. <br />VOTE: UNANIMOUS <br />f.
