library was in the County. He hopes that the Board will think about improving their library and <br />keep this in consideration for the CIP. He said that the library is a very important asset to the <br />citizens. <br />b. Board Comments <br />Commissioner Foushee reminded the Board that this Sunday the Commission for <br />Women will present Words of Choice at 7:30pm at the Carrboro Century Center. <br />Commissioner Foushee said that she has a concern about citizens not being able to <br />claim items at the landfill that that can be used again. These are furniture or computer type <br />items. The citizens are being told that because of the Orange County policy, they cannot <br />retrieve these items. She would like far the County to revisit this issue. She said that the ability <br />to retrieve some of these items helps some of the citizens to get items that they could not <br />otherwise get. She knows that there are some safety concerns, but it is allowed at the solid <br />waste convenience centers. <br />Commissioner Halkiotis said that he brought an Apple computer and all of the <br />accessories and left it at the solid waster convenience center on NC 57 and a woman took it. <br />He does not understand why this cannot happen all through the County. <br />John Link asked Commissioner Foushee where this occurred and Commissioner <br />Foushee said that it was where the drop-off for household items was. Jahn Link said that they <br />would follow upon that. <br />Commissioner Carey- no comments. <br />Commissioner Halkiotis said that he went by the Buckhorn Road exit this weekend and <br />there was gridlock at this exit going to the flea market. He said that it was horrible and this <br />issue has gotten worse. He talked with DOT today and he formally requested that the Manager <br />and staff find out if the flea market has a traffic plan and he wants to know if sales tax revenue <br />is being collected. He heard from DOT today that there were about 6Q0 tables and maybe the <br />Sheriff should da another raid up there. He said that he does not understand why they are <br />putting up with this. He thinks this is a nuisance and a risk to public safety. <br />Commissioner Carey said that when the Sheriff gave the report last year, he indicated to <br />the Board that they would be asking, as part of their legislative agenda, about trying to get a fee <br />or some kind of tax passed on the booths so that the County can enforce regulations because <br />he does not have confidence in the State to do this. He asked that the legislative agenda <br />packet be pulled so that this is reviewed. <br />Commissioner Halkiotis said that he remembered that and that Geof Gledhill had said <br />that they do not have present authority and would have to seek legislative authority. <br />Commissioner Halkiotis said that he went to a NACo meeting and it dealt with identifying <br />new revenue streams for county governments and also refocusing existing positions and <br />departments whose original need and focus has changed and realigning these positions and <br />resources to meet new demands. He thinks this will be a tight budget year and he thinks they <br />will have to look at all positions in County government and the possibility of realigning some <br />positions. He would like to do this rather than asking for new positions. He wants to use <br />technology to increase productivity. He heard a report at the NACo meeting about a Sheriff in <br />Illinois that has hired a company that will track down Medicaid reimbursements from prisons. <br />Sheriff Pendergrass has also been doing this among other things. <br />Commissioner Halkiotis said that he reported to the Board four months ago that Hoyle <br />King is piling up his junk again and it is still going on and the citizens are irate.
