He said <br />that he is conservative by nature and he has tried to balance his concerns with the concerns of <br />the people that he has listened to. He thinks the proposal an the table will advance the interests <br />of rural Orange County and will guarantee that there will be two members of the Board that will <br />always reside in rural Orange County, but it will not divide Orange County into special interest <br />areas that are based solely on geographic interests. He said that he respects Commissioner <br />Cordon's opinions, but he thinks that they can draw a map that is adequately reflective of <br />proportional representation with aseven-member Board that either has two or three members <br />from a district that is in Chapel Hill Township. <br />VOTE: Ayes, 4; no, 1 (Commissioner Carey} <br />Commissioner Gordon said that she does not favor the details of this proposal, <br />especially with respect to the way the maps would be drawn and to the number of <br />representatives in each of the districts. Authorization to Release One-Time Supplemental Funding to OPCILME to <br />Facilitate Divestiture/Transition of Cross Disability Services (UNFUNDED <br />MANDATE} <br />The Board considered authorizing the release of a one-time County supplemental <br />appropriation in the amount of $41,012 to OPCILME to facilitate the divestiture (transfer} of <br />Cross Disability Services to Crass Disability Services, Inc. {XDS, Inc.), anon-profit organization <br />established by existing OPC operations staff, with a projected start-update of May 1, 2006. <br />John Link said that this is an example of the intended measured process of renovation of <br />mental health. Judy Truitt and her staff have worked to divest an important service and <br />continue the creation of anon-profit (Cross Disability Service). During the budget process, they <br />indicated that there would be two or three occasions during the year when there would be <br />divestiture of certain services and that there would need to be some bridge money while the <br />existing non-profit took over an OPC Mental Health service. They had earlier transitioned <br />Kidscope to the Chapel Hill Training Outreach Project and XDS, Inc., is the second example. <br />This is funding for one month so that the new non-profit can begin providing services.
