APPROVED 611 312 0 0 6 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />March 21, 2006 <br />7:30 p.m. <br />The Orange County Board of Commissioners met in regular session on Tuesday, March <br />21, 2006 at 7:30 p.m. in the Southern Human Services Center in Chapel Hill, N.C. <br />COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Moses <br />Carey, Jr., Valerie P. Foushee, Alice M. Gordon, and Stephen Halkiotis, <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Harvey, and Clerk to the Board Donna S. Baker (All other staff <br />members will be identified appropriately below} <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDINGS OF THE MEETING WILL BE <br />KEPT FOR 5 YEARS. <br />1. Additions or Chancres to the Agenda <br />Chair Jacobs pointed out the minor change to item 5-m, regarding the interlocal <br />agreement between the Tawn of Hillsborough and Orange County. On page 7, the date of the <br />agreement payments should be April 1, 2006. <br />There was also an update on County water supply reservoir levels. Since January 1St <br />RDU is down almost six inches, Piedmont Triad International Airport is down four and a half <br />inches, OWASA's reservoir has never filled up, Hillsborough's reservoirs are at capacity, and <br />Lake Orange is full. <br />There is a replacement item {blue sheet) for item 5-i. There is also a replacement item <br />(salmon sheet} for item 5-j. <br />There is an additional item for reconfiguring STAG funding for Buckhorn Road and it is <br />new item 9-e. <br />There is also orate-arriving application for the Orange County Planning Board. <br />Commissioner Carey suggested pulling the items that have been changed on the <br />consent agenda so that the changes can be noted. These are items i and j. <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of fhe public charge. <br />2. Public Comments <br />a. Matters not on the Printed Aaenda <br />Jeff Schmitt is from Cedar Grove Township. He said that the Board is going to be <br />meeting about the 10-year CIP. He asked that the Board remember that about a year ago there <br />was a library task farce and their recommendations showed how significantly under funded the <br />
