revenue for MSW is aver $2 million a year. The profit above cast is probably about
$500,000.
Commissioner Halkiotis warned about opening up the issue of siting it
somewhere else in the County. He thinks it would be a firestorm of controversy.
Gayle Wilson said that if the transfer station does go an Eubanks Raad they
would make it the best they can for the citizens.
Commissioner Gordon said that all she wants to do now is to talk with Durham.
Chair Jacobs said that because they have not identified the place where the
waste will be sent, it is premature to look elsewhere.
Commissioner Carey said that he has been through all these battles before but
he also recognizes that he does not want to make a decision by default to keep it in this
neighborhood just because they have always had it. This diminishes the importance of
the people in that area, in his opinion.
Chair Jacobs suggested directing staff to move mare quickly as to where they
would ship this waste if they want to go with Commissioner Corey's suggestion of
exploring options on the table.
Gayle Wilson said that it is important not only where the waste is going but also
where it is coming from into the transfer station. They want to keep it fairly close to the
center of waste generation.
Chair Jacobs said that the Board would like for the staff to talk with Durham and
came back with some cost-benefit analysis with the pros and cons, and make some
inquiries of the possibilities of taking the County's MSW.
c. Solid Waste Convenience Center Siting Issues
Rod Visser said that they received notice in 2005 that the SWCC lease on NC 57
will be terminated, but the owner has extended the lease on a bi-monthly basis. The
staff has looked at long term and temporary replacement of this convenience center. He
said that ERCD staff Dave Stancil and Rich Shaw have been looking at properties in the
northeast to central part of the County that could provide co-location opportunities. They
have also looked at the possibility of pursuing a temporary site at the Grange County
Public Works site.
ERCD Director Dave Stancil said that one of their lands legacy priorities is to site
land for a northern district park, and they have looked at having a convenience center
and will report back as information becomes available.
John Link said that there are some tangible properties that are worthwhile.
Chair Jacobs said that Dave Stancil brought forward to him and the Vice-Chair
five sites and they told him to look at three of them.
Commissioner Gordon asked, if you were going to do this, how much of the
acreage on a park site would be needed far a convenience center and Dave Stancil said
five acres, with two acres far the facility and three acres far buffering.
Commissioner Halkiotis said that you should not see the green boxes when you
are driving up.
Commissioner Gordon said that when they buy park sites, people want to know
what it will be used for, and the seller should know what would be put on it.
Commissioner Halkiotis said that this could work if it is planned right and if the
County is willing to spend the extra money for the buffering. He said that they should
honor, through the Economic Development Director, Home Depot for its willingness to
have a convenience center behind its facility. This is an attractive facility.
John Link pointed out that the inflow and outflow of traffic for different purposes
would need to be considered and Dave Stancil said that it is one of the criteria. This
would be small and could be embedded in the park.
