APPROVED 6/13/2006 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />WORK SESSION <br />March 15, 2006 <br />4:00 p.m. <br />The Orange County Board of Commissioners met for a Work Session on Wednesday, <br />March 15, 2006 at 4:00 p.m. at the Southern Human Services Center in Chapel Hill, <br />North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs, and <br />Commissioners Moses Carey, Jr., Valerie P. Foushee, Alice Gordan, and Stephen <br />Halkiotis <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Harvey, and Clerk to the Board Donna Baker (All other <br />staff members will be identified appropriately below). <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br />PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. <br />John Link distributed his suggestion to the Board far addressing the financing of <br />the Efland/Buckhorn/Gravelly Hill water and sewer infrastructure costs. <br />Chair Jacobs made reference to item `g', which will be on the consent agenda on <br />March 21St <br />Chair Jacobs said that Rod Visser is preparing a memo for all County <br />Commissioners explaining the policies of usage of the courthouse. <br />1. Solid Waste Matters <br />a. Solid Waste Operations Center Design <br />Rod Visser said that the County is preparing to construct a new solid waste <br />operations center that would be located on the south side of Eubanks Raad an property <br />the County has acquired over the last several years. They feel that there are a lot of <br />sustainability and environmentally friendly features. He introduced the architects from <br />Dixon-Weinstein -Ken Freedland and Jim Compton. He said that after they receive <br />comments from the Board, they would like to schedule a meeting with the Rogers Road <br />neighborhood to show the design and answer questions. They would like to have the <br />facility ready to operate by mid-2007. <br />The architects made a presentation. Ken Freedland said that they are at the <br />stage of having nearly completed the schematic design. He showed a map of Eubanks <br />Road and the site. He said that they were asked to design a 7,000-square foot building <br />of usable space. They designed a 9,000-square foot building that houses the Solid <br />Waste operations department, includes a public meeting facility that will accommodate <br />80 people, and a storage building that serves Solid Waste. The building should embody <br />sustainable building strategies and will be a high performance building. He pointed out <br />the placement of the buildings. They think that the porch into the reception area would <br />be a prime place to take advantage of recycled building materials. The property is <br />oriented to the south to take advantage of daylight and solar gains, including <br />opportunities to produce hat water. They think that they can make extensive use of <br />recycled materials, and they also have the opportunity to use alaw-impact wastewater <br />
