They are planning to complete the funding of Jackson Road <br />($200,000} and pave three subdivision roads (Cherry Street, Glenn Street, and Tanya Drive). <br />Chair Jacobs said that they invited Mr. Robinson, the hero an Tanya Drive. <br />Commissioner Halkiotis thanked Mike Mills for all he has done. <br />Commissioner Gordon asked for lists of rural roads and Mike Mills said that he would <br />provide this. <br />Mr. Robinson said that he came to the Board four and a half years ago. He had a <br />meeting with DOT, the Sheriff, and others. Public Hearing and Resolutions for Alternative Financing for School and <br />County Capital Projects <br />The Board conducted a public hearing on the County's planned debt issuance using <br />alternative financing, and considered adopting the related "Findings Resolution" and the <br />resolution approving the financing documents. <br />Rod Visser reviewed the actions needed of the Board. He said that the projects add up <br />to $22 million in face value of certificates of participation (COPS) and include the Gravelly Hill <br />Middle School, Efland/Buckhorn water and sewer, various renovation and improvement projects <br />for the CHCCS, conservation easements, Seymour Center construction costs, planning for the <br />new Animal Services facility, and permanent financing for the Sportsplex acquisition. He made <br />reference to page 3 of the resolution, which lists each project with dollar amounts associated <br />with COPS, with a couple of exceptions. The number for the Gravelly Hill Middle School should <br />be $3.5 million, the acquisition of conservation easements should be $2 million, and the <br />Efland/Buckhorn Community Water and Sewer construction should be $500,000. The Board <br />may wish to change the last two amounts, based on item 10-b.
