4. The Manager may sign intergovernmental service agreements in amounts under <br /> $90,000. <br /> 5. The Manager may sign intergovernmental grant agreements regardless of amount as <br /> long as no expenditure of County matching funds, not previously budgeted and <br /> approved by the Board, is required. Subsequent budget amendments will be brought <br /> to the Board of County Commissioners for revenue generating grant agreements not <br /> requiring County matching funds as required for reporting and auditing purposes. <br /> 6. The Manager and Attorney will provide a quarterly report to the County Commissioners <br /> showing the type and amount of each intergovernmental agreement signed by the <br /> Manager. <br /> A motion was made by Commissioner McKee, seconded by Commissioner Gordon to <br /> adopt the Resolution of Intent to Adopt the 2012-13 Orange County Budget (Attachment one). <br /> VOTE: UNANIMOUS <br /> Commissioner Gordon pointed out that the County Commissioners did not make these <br /> decisions to adopt this budget at a work session, but only the "intent" to adopt. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner McKee <br /> to adopt the FY—2012-13 Budget Ordinance (Attachment 2). <br /> VOTE UNANIMOUS <br /> A motion was made by Commissioner Foushee, seconded by Commissioner <br /> Hemminger to approve the County Capital Recommended Projects — Capital Investment Plan <br /> FY-2012-13 (Attachment 3). <br /> VOTE: UNANIMOUS <br /> A motion was made by Commissioner Hemminger, seconded Commissioner Foushee <br /> to approve the County Grant Projects (Attachment 4). <br /> VOTE: UNANIMOUS <br /> Commissioner Jacobs pointed out that this is the fourth year in a row that the County <br /> has not had a tax increase. The staff was also able to get a raise this year and an additional <br /> $65 per pupil was given to the school systems. <br /> A motion was made by Commissioner Foushee, seconded by Commissioner <br /> Hemminger to adopt the fee schedule. <br /> VOTE: UNANIMOUS <br /> This budget being duly adopted this 19th day of June 2012. <br /> Frank Clifton said that Clarence Grier has done a great job with the budget staff and he <br /> will now become an Assistant County Manager as of July 1St <br /> b.
