Commissioner Yuhasz said that before the County Commissioners put money into a <br /> capital fund for a community center, they need to have a discussion as a Board first and to at <br /> least wait for a report from the task force. <br /> Commissioner Foushee said that she does not care where they put it as long as they <br /> reserve that amount of money. She said that the County Commissioners need to have a <br /> serious discussion about the commitment of funding and how much for the Rogers Road area. <br /> Commissioner Gordon said that she does not think they should commit to moving this <br /> house yet. She referred to her handout, which indicated a possible approach to utilizing the <br /> BOCC appropriation of$905,000; that is amount that was suggested in the Manager's <br /> Operation Budget. In the handout, she suggested setting aside $120,000 in a reserve and <br /> then waiting for the task force to report back in the fall. She does not want to make any <br /> promises as to what it would be for, but that it would be for this area. <br /> Commissioner McKee agreed with Commissioner Yuhasz and said that there is a task <br /> force and the County Commissioners should earmark some funds for this project. <br /> Commissioner Jacobs asked about the difference of the budgetary implications of <br /> having it in the CIP versus the Board of County Commissioners' budget. <br /> Frank Clifton said that the CIP is for governmental projects but if it is in the Board of <br /> County Commissioners' budget, it is set aside there and they know what it is for. <br /> Commissioner Jacobs asked about flexibility. <br /> Clarence Grier said that it would depend on the funding. If it were in the CIP, there <br /> would be funding in the general fund and it could be transferred later to the CIP or it could be <br /> just put in the Board of County Commissioners' budget and transferred to the outside project <br /> when needed. <br /> Chair Pelissier suggested putting $120,000 in the Board of County Commissioners' <br /> budget for the Rogers Road area. The Board agreed. <br /> Commissioner Hemminger clarified that this is not for operating expense, but just for <br /> capital expenses. <br /> Commissioner Gordon suggested declaring the Board's intent to approve the CIP at the <br /> next meeting. The Board agreed. <br /> Transfer from General Fund $ 500,000 <br /> Transfer from County Capital Reserve $ 50,000 <br /> Transfer from County Capital Projects $ 623,000 <br /> Available Project Balance $ 450,000 <br /> Register of Deeds Fees $ 75,000 <br /> 9-1-1 Funds $ 100,000 <br /> Contributions from Other Infrastructure Partners $ 311,500 <br /> Debt Financing County Capital $ 4,557,450 <br /> Total Funding Sources $ 6,666,950 <br />
