Chair Jacobs said that they want the lands to be organically maintained and that they <br />should make a philosophical choice. Regarding the recommendation, he said that he is sorry <br />that it is not to start this year, even at half price. He also asked where they stand with <br />caretakers on these properties. Dave Stancil said that staff is in the house at the Blackwood <br />Farm House for the office space. The Julia Blackwood house is designated as one of the sites <br />for ERCD as part of the space needs study. He has not heard any recent discussions about <br />caretakers for other sites. Chair Jacobs said to bring information back soon as it relates to the <br />Cates Farm and Little River Regional Park. <br />Geof Gledhill said that they are in the contract stage far a caretaker at Little River. <br />Commissioner Gordon seconded the thought about following upon the use of bio- <br />solids for these properties and getting information concerning safety. <br />Commissioner Halkiotis said that he would be curious to hear a medical opinion about <br />using Class Abio-solids on playing fields. Chair Jacobs said that there are probably <br />communities in the country that have experience with this. <br />Commissioner Gordon said that parents would be concerned about what their kids play <br />on. Hay would be better. Dave Stancil said that Class Abio-solids are supposedly are fine to <br />grow crops for human consumption. <br />The staff will come back with more information on caretakers, liability, and the use of <br />bio-solids. <br />11. Closed Session <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Foushee to <br />go into closed session at 10:08:22 PM p.m. for the purpose of: <br />"To discuss the County's position and to instruct the County Manager and County Attorney <br />on the negotiating position regarding the terms of a contract to purchase real property," <br />NCGS ~ 143-318.11(a}(5), property owned by the Animal Protection Society, located on <br />Nicks Road for the purpose of a passible conservation easement. <br />VOTE: UNANIMOUS <br />RECONVENE INTO REGULAR SESSION <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Foushee <br />to reconvene into regular session at 10:30 p.m. <br />VOTE: UNANIMOUS <br />12.
