APPROVED 3/21/2006 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />ANNUAL PLANNING RETREAT <br />SOUTHERN HUMAN SERVICES CENTER <br />JANUARY 20, 2006 <br />9:00 a.m. <br />The Orange County Board of Commissioners met for its annual Board retreat on Friday, <br />January 20, 2006 at 9:00 a.m. at the Southern Human Services Center in Chapel Hill, North <br />Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs, and Commissioners <br />Moses Carey, Jr., Valerie P. Foushee, Alice M. Gordon, and Stephen H. Halkiotis <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill and S. Sean Borhanian <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Harvey, and Clerk to the Board Donna S. M. <br />The meeting began at 9:OOam. <br />INTRODUCTIONIROLE OF FACILITATOR: <br />Chair Jacobs introduced Andy Sachs from the Dispute Settlement Center as the <br />facilitator for the retreat. Andy Sachs said that he would be doing three things: helping the <br />County Commissioners stay focused on the purposes of the meeting, helping them use their <br />time well, and helping them work together. He made reference to the detailed agenda, which <br />lists the desired outcome of the retreat: "Clarification of the challenges facing the County in <br />preparation for establishing budget and policy priorities in the January and February work <br />sessions." He reviewed the schedule for the agenda. He then reviewed the ground rules for the <br />retreat. He asked that people not type on their laptops unless they are taking notes on the <br />meeting. <br />FISCAL OUTLOOK <br />Two-Year Outlook on Looming Budget Issues: <br />Budget Director Donna Dean made reference to attachment 1 a. She said that one cent on <br />the tax rate would bring $1.2 million. There is increased debt service next year by $4.3 million, <br />
