In Alamance County, there will be a new Wal-Mart in Mebane. The Alamance Regional <br />Medical and Surgical Center will be located at the old Arrowhead Golf Course. The Town of <br />Mebane also approved a 312-unit subdivision that will connect the Mill Creek subdivision to The <br />Village at Lake Michael. <br />Dianne Reid said that they are currently working an four projects in her office and three <br />came to them from the N.C. Department of Commerce and the fourth is a referral from a utility. <br />She said that a few months ago she brought to the Board same information on some research <br />EDC had done on private sectorjobs in Orange County and the fact that Orange County had <br />lost about 3,000 private sector jobs between 2000-2005. The employment in the private sector <br />dropped from 32,000 to 29,000 over this period, which is a loss of 8.3%. At the same time, the <br />public sector employment increased by 11.4°~ and local government employment increased by <br />15.4°~. The largest type of private sector employment in the County is healthcare and social <br />assistance. These jobs increased over the five-year period by 12.8%. The second largest is <br />retail/trade and there was a slight decrease of 2.6°k over the five-year period. The next largest <br />is accommodations and food services and these decreased by 6.7% over the five-year period. <br />The next largest is professional and technical services, and these increased about 10%. She <br />said that the total number of employers has remained about the same. She said that for <br />October of this year, there were 457 new jobs in the County. They will continue to track this <br />information. <br />Chair Jacobs said that there was a meeting last week with representatives from the <br />County and the Tawn of Hillsborough to interview consulting groups. A group was picked to <br />help do a strategic growth plan. There will be an agenda item for this on January 24th with <br />suggested advisory boards on the steering committee and a position far a Commissioner. <br />5. Items for Decision--Consent Agenda <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis to <br />approve those items on the consent agenda as stated below: <br />a. Minutes <br />The Board approved the minutes from October 18, 2005 and November 21, 2005 as submitted <br />by the Clerk to the Board. <br />b. Appointments <br />(1 } Board of Health -One New Appointment <br />The Board appointed Dr. DeWana Anderson to the Board of Health, with a term expiring <br />June 30, 2008. <br />c. Motor Vehicle Property Tax ReleaselRefunds <br />The Board adopted a refund resolution, which is incorporated by reference, related to 50 <br />requests for motor vehicle property tax releases or refunds in accordance with North Carolina <br />General Statutes. <br />d. Classification Plan Amendment -Add Class of Heavy Equipment Mechanic <br />Supervisor <br />This item was removed and placed at the end of the consent agenda for separate consideration. <br />e. Budget Amendment #7 <br />The Board approved budget, capital, and grant project ordinance amendments far fiscal year <br />2005-06 far Environment and Resource Conservation, Health Department, and Sportsplex. <br />f. CJPP Grant Acceptance <br />The Board accepted Criminal Justice Partnership (CJPP) implementation grant funds totaling <br />$163,914 from the NC Department of Correction; approved the release of $19,739 from the <br />County's Critical Needs Reserve, and authorized the Chair to sign subject to final review by staff <br />and the County Attorney. <br />
