As required under Section 2.8.5 of the Unified Development Ordinance, the Planning <br />Director is required to: ‘cause an analysis to be made of the application and, based upon <br />that analysis, prepare a recommendation for consideration by the Planning Board and <br />the Board of County Commissioners’. <br />As previously indicated herein, the amendments are necessary to address the <br />development of solar arrays within the county and to address existing redundancy within <br />the UDO concerning the development of utilities as a whole. <br />The approval of this amendment will make it easier for residential and non-residential <br />property owners to install solar arrays to supplement their electricity usage, making them <br />more carbon neutral, while requiring developers of large-scale arrays to provide <br />sufficient detail demonstrating the project is consistent with the goals and policies of the <br />Comprehensive Plan. <br />E.SPECIFIC AMENDMENT LANGUAGE <br />Please refer to Attachment 2 <br />Primary Staff Contact: <br />Michael D.
