2. The applicant shall submit a detailed landscape plan as part of the zoning compliance <br /> permitting process for each individual lot to guarantee compliance with the approved site <br /> plan and the provisions of the UDO with respect to the in-between lot planting <br /> requirements. <br /> The applicant has indicated they have no objection to the imposition of this condition. <br /> Parkland and Recreation: $10,972.00 [$422 x 26 lots] shall be paid to Orange County as <br /> payment-in-lieu of parkland dedication prior to recordation of the Final Plat. <br /> Environmental Assessment: The State Clearinghouse is collecting all comments from State <br /> agencies. As of the writing of this abstract there do not appear to be any issues that would <br /> require an Environmental Impact Statement to be prepared. <br /> Planning and DEAPR staff did not find any detrimental environmental impacts associated with <br /> this development. As a result, planning staff inembers have completed a Finding of No <br /> Significant Impact (FONSI) memo contained within Attachment 6. <br /> Staff Generated Correspondence: Attachment 3 contains the various comments for this project <br /> as of the date of abstract preparation. <br /> • Solid Waste requested the addition of several notes on the site plan outlining compliance <br /> with several department policies including, but not limited to: requiring the formal <br /> approval of a solid waste management plan for the project, trash would be collected by a <br /> private hauler, and recycling would be handled by Orange County. The applicant has <br /> included the requested notes. <br /> • The Orange County Fire Marshal has requested the applicant look at the viability of <br /> developing a holding pond, or other viable alternative, to allow for drawing of water for fire <br /> suppression activities. The applicant is still reviewing several options to address this <br /> request. <br /> Analvsis: As required under Section 2.7.4 of the UDO, the Planning Director is required to: <br /> `cause an analysis to be made of the application' and pass that analysis on to the reviewing <br /> body. In analyzing this request, the Planning Director offers the following: <br /> 1. The application has been deemed complete in accordance with the requirements of <br /> Section 2.7 and Section 5.15.6 of the UDO. <br /> 2. Staff has determined that the property is of sufficient size to support the proposed <br /> subdivision. <br /> 3. The proposal appears consistent with the various goals outlined within the <br /> Comprehensive Plan concerning development, including: <br /> a. Land Use Overarching Goal: Coordination of the amount, location, pattern, and <br /> designation of future land uses, with availability of County services and facilities <br /> sufficient to meet the needs of Orange County's population and economy <br /> consistent with other Comprehensive Plan element goals and objectives. <br /> b. Land Use Goal 2: Land uses that are appropriate to on-site environmental <br /> conditions and features and that protect natural resources, cultural resources, and <br /> community character. <br />
