Neighborhood Information Meeting <br /> Weekly Homes LLC — Dunhill Subdivision <br /> Mt. Sinai Road Property (PIN 9881-15-7138) <br /> West Campus Office Building - 131 West Margaret Lane <br /> August 6, 2012 — 11:30 a.m. to 12:30 p.m. <br /> There were approximately 33 people in attendance. <br /> Staff reviewed the Class A Special Use Permit process and informed those in <br /> attendance of the public hearing scheduled for August 27, 2012 to begin the review of <br /> the proposed subdivision. The BOCC will adjourn the hearing and refer the application <br /> to the Planning Board for review. Staff indicated the BOCC was expected to reconvene <br /> the public hearing at their November 20, 2012 regular meeting to receive the Planning <br /> Board's recommendation and make a formal decision on the application. <br /> Staff indicated the review and approval of a Special Use Permit application was <br /> conducted in a quasi judicial setting meaning all parties wishing to speak for and <br /> against the project would be sworn. Staff said that the County will base a decision to <br /> approve or deny a project on the sworn testimony, competent material, and evidence <br /> entered into the record demonstrating the project's compliance or non-compliance with <br /> County regulations. <br /> Staff reminded those in attendance that the approval or denial of the project can only be <br /> based on the testimony and evidence offered into the record and while the applicant <br /> bears the burden of providing sufficient evidence the project complies with applicable <br /> standards, those in opposition also bear a burden of submitting evidence demonstrating <br /> that the project is inconsistent with County regulations or demonstrating that the <br /> applicant had not met their burden. <br /> The applicant's engineer, Ms. Michelle Kempinski of Summit Engineering, summarized <br /> the proposed development as follows: <br /> • Development of a 26 lot single-family residential subdivision, each 2 acres in area, on <br /> a 68 acre parcel of property located at 2301 Mt. Sinai Road , <br /> • The lots are intended to be served by a proposed community well and individual <br /> septic systems, <br /> • Access will be from Mt. Sinai Road. Internal roadways serving the project are <br /> proposed to be constructed to applicable public road standards, with the eventual <br /> goal that they will be turned over to the North Carolina Department of <br /> Transportation for perpetual maintenance upon completion. <br /> • The overall density of the proposed subdivision is 1 dwelling unit for every 2.6 acres <br /> of property. <br />
