lines should be installed prior to subdivision recordation just like a <br /> utility. <br /> b. Permitting: A Wastewater Construction Authorization may be <br /> required for each phase of installation including a) supply lines, b) <br /> drainfields, and c) tankage. All tri-party agreements, easements, <br /> encroachments and Operation and maintenance contracts shall be <br /> recorded and executed prior to placing the systems into use. <br /> c. Access: Since the drainfields are proposed in a common area, a <br /> dedicated 20' access from the end of the proposed cul-de-sac to the <br /> drainfield areas. This will allow for full access for vehicles and <br /> equipment to install, maintain, replace and repair the system. <br /> d. Permanent markers: Each individual septic field and repair area <br /> should be surveyed and marked with permanent markers inside the <br /> common area. These permanent markers will need to be clearly <br /> labeled as to which lot it serves. <br /> e. Operation and Maintenance: Since the supply line network and <br /> drainfields are located in common area, a higher standard of <br /> maintenance and monitoring is required. Orange County <br /> Environmental Health classifies off-site systems as Type N (d)which <br /> requires a private certified operator(ORC) to inspect the systems and <br /> components once per year with a reporting frequency to <br /> Environmental Health of once per year. Environmental Health will <br /> inspect the system and components every five years as required for all <br /> pump systems. The owner(HOA, tri-party, etc.)is responsible for all <br /> maintenance and repair of the system including mowing of grass and <br /> maintaining access of the supply line network. <br /> Let me know if you have any further questions. <br />
