Chair Carey said that the County Commissioners would be receiving tomorrow some <br />additional information on the status related to the mental health reform. There does not seem to <br />be any changing of the course from the State at this time. On the local level, the OPC LME is <br />proceeding as if they are going to have to become a part of another organization for the <br />services that have to be consolidated. It will be very difficult to do it in the timeframe. <br />Chair Carey congratulated the winners in the recent elections. <br />4. County Manager's Report <br />NONE <br />5. Items for Decision--Consent Agenda <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Foushee to <br />approve those items on the consent agenda as stated below: <br />a. Minutes <br />The Board approved the minutes for the August 24t" and 31 ~ Public Hearings, the <br />September 13t" Joint Work Session with the DS5 Board, and the September 26t" Joint Work <br />Session with the School Boards as submitted by the Clerk to the Baard. <br />b. Appointments <br />(1) Nursing Home Community Advisory Committee -Reappointments <br />The Board reappointed Florence Soltys and Sue Waters to the Nursing Home <br />Community Advisory Committee to first full terms. <br />(2) Transfer of Development Rights Taskforce -New Appointments <br />The Board appointed Councilman Bill Strom as the Town of Chapel Hill representative <br />and Alderman Alex Zaffron as the Town of Carrboro representative to the Transfer of <br />Development Rights Taskforce. <br />c. Motor Vehicle Property Tax ReleaselRefunds <br />The Board adopted a refund resolution, which is incorporated by reference, related to 85 <br />requests for motor vehicle property tax releases or refunds. <br />d. Property Tax Refunds <br />The Board adopted a refund resolution, which is incorporated by reference, to three (3) <br />requests for property tax refunds. <br />e. Resolution Giving Notice of Adjustment in Salary for the Sheriff and Resister <br />of Deeds Positions <br />The Board approved a resolution, as stated below, giving notice of adjustment in salary <br />for the Sheriff and Register of Deeds positions. <br />Resolution Giving Notice to All Candidates far the Register of Deeds and Sheriff <br />Positions in Orange County <br />The Orange County Board of Commissioners, as authorized by North Carolina General Statutes <br />153A-92, has set the starting salaries for the Sheriff and Register of Deeds positions as <br />provided below. This will affect the individuals elected to these offices when they take office. <br />All other compensation elements including expense allowances are as set forth in the Orange <br />County Personnel Ordinance. <br />- The starting salary for the Sheriff's position will be the minimum of Salary <br />Grade 3 of the Orange County Classification and Pay Plan. The minimum of <br />Salary Grade 31 is $73,947. <br />
