Department. Craig Benedict is supposed to look into this. There was another report of a <br />subdivision getting ready to sell houses that have not even been approved. He said that this is <br />getting out of control and he asked what the County could legally da. He asked that the Board <br />ask the Manager and County Attorney to meet with Craig Benedict and do what they have to do <br />and report to the licensing people in Raleigh that these people are not acting in an ethical and <br />professional manner. <br />Commissioner Halkiotis made reference to a letter from the Sheriff on August 29t" about <br />a raid at the Buckhorn flea market and that they had found numerous violations. In the last <br />paragraph, the Sheriff said that it would be most beneficial for Orange County to implement a <br />privilege tax for each table on the lot. A tax of $2 per table would net the County over $1,000 <br />each day. He would like to know how many Sheriff's Deputies they are using to patrol the lots <br />and he would like to ask the Manager and County Attorney to look into this privilege tax. <br />Chair Carey said that after they had received this memo, he spoke to the County <br />Attorney and learned that they will need special permission for this privilege tax. He said that he <br />asked the County Attorney to look into this and incorporate it into the next legislative agenda. <br />Commissioner Halkiotis said that the Sheriff has always been very conservative and he <br />always stretches his resources. The County needs to be able to offset the costs of patrolling <br />this flea market on the weekends. <br />Chair Carey said that it is legally the responsibility of the State to da this, but he does not <br />want to count on the State to do it. <br />County Attorney Geof Gledhill said that years ago the state tank counties out of the <br />privilege tax business. The County can do it through special legislation. <br />Commissioner Halkiotis reported that there was an excellent meeting with DOT officials <br />yesterday. He said that Doug Galyon from DOT cleared up a situation about putting in a <br />flashing light at the intersection of Palmer's Grove Church Road and US 70A. There have been <br />many accidents at this intersection. <br />Commissioner Halkiotis said that he is going to ask the Clerk to make a copy of a packet <br />of material. He wants to set up a field trip to Wilson Technical Community College. The <br />President, Dr. Rusty Stephens, is into green building and they are going to build probably the <br />most green and energy efficient building on a community college in the state. Dr. Stephens has <br />welcomed the County Commissioners to come down and Commissioner Halkiotis will <br />coordinate the field trip. <br />Commissioner Jacobs agreed with this and said that the Durham Tech trustees should <br />be invited to come also. <br />Commissioner Foushee said that she had the opportunity to attend the dedication of a <br />house under construction in Northside community. She pointed out that the construction of this <br />house is a result of a collaborative effort with Orange Community Housing and Land Trust, <br />EmPOWERment, and Habitat for Humanity. She commended these groups for breaking down <br />barriers and increasing the stock of affordable homes in Orange County. She would like to <br />commend the Chapel Hill Planning Department, the Chapel Hill Police Department, and <br />members from the Kenan-Flagler Business School who assisted with this. <br />Commissioner Gordon said that at their last Transportation Advisory Committee meeting <br />with the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization, they did get word <br />that Secretary Tippett of DOT did approve projects in their 2006-2012 TIP, minus three projects. <br />They expect that the region will ga back into air quality conformity. Also, the group adopted the <br />regional priority list for 2007-2013. <br />Commissioner Gordon said that she and Commissioner Halkiotis met with Pam Jones <br />and with one of the architects for the Southern Orange Senior Center regarding value <br />engineering and this will be packaged together for the County Commissioners to see. <br />Commissioner Gordon pointed out item 6-d {pink sheet), which is a resolution calling far <br />new federal priorities. <br />
