There are five sustainable design features up for approval tonight: <br />-aluminum light shelves <br />-domestic solar hat water heating baths <br />-photo-voltaic panels <br />-rainwater collection <br />-operable windows <br />Pam Jones said that operable windows will be an add alternate for the bid and would <br />have to be designed. She painted out pages three and four of the abstract, which includes cost <br />estimates and design costs. The Board needs to act on page four and page three can wait. The <br />design costs of all five of the elements is $18,800. <br />Commissioner Halkiotis asked if anyone has done a cost benefit analysis of the cost of <br />waterless urinals versus the cost of the rainwater collection systems. Pam Jones said that they <br />have not studied this but they can look at it. <br />Commissioner Gordon asked if they have done value engineering on this and Pam <br />Jones said that she does not think that they have done a value engineering exercise separate <br />from the design. She said that it is a Spartan budget for this size of a building and they have <br />value engineered into the building. <br />Commissioner Gordon said that when they add casts and design fees that it is <br />approaching $250,000 and she asked where they would get this extra money. She said that if <br />this is going to come from the budget of another County building, she would have further <br />questions about this.. <br />Pam Jones said that she does not know where the money would come from, but once <br />the bids came back there would be a cost benefit analysis. The County is responsible for the <br />operations and maintenance on these buildings. <br />Commissioner Gordon asked about the rainwater collection item and said that this is the <br />most expensive item. She does not knave whether to proceed on this item tonight. <br />Chair Carey said that even if they decide they want to invest in the design fee, it does <br />not commit them to accept the bids. By that time, they will have additional information an the <br />cost benefit analysis. He wants to invest in the design fees in order to get the information about <br />how much it would really cost to do these things. <br />Commissioner Jacobs agreed with Chair Carey and said that he understands what <br />Commissioner Gordon is saying and it is early to commit to spending $250,000, but he thinks <br />that is what the design fees are about. He said that when DTCC opens in 2007-2008, they <br />would have more flexibility in their borrowing capacity under the policies. He said that it is <br />important to at least stand by their principles and get the information about the options to see <br />what is cost-effective. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Foushee to <br />approve directing staff to prepare a budget amendment to support the expenditure for design <br />fees, with the stipulation that the rainwater collection system investigation will include waterless <br />urinals and similar fixtures; and to direct staff to prepare a cost benefit analysis on the <br />maintenance over the lifetime of the building. <br />VOTE: UNANIMOUS <br />Commissioner Jacobs said that he and Chair Carey would be meeting with Garth Regan <br />from Senator Burr's office. He said that Senator Burr is particularly interested in alternative <br />energy issues and he would like to ask him for the extra $250,000 to address these energy <br />items. The Board agreed. <br />Commissioner Gordon pointed out that she is in support of having these features in the <br />buildings. <br />
