Commissioner Jacobs said that it is important to Hate the impact that this will have on <br />the Rogers Road community in a positive way, and it will help to affect the community goal of <br />making it possible to have affordable housing and some kind of recreation in this portion of the <br />Greene Tract. He suggested when they finish this item, that staff revisit the issue of the solid <br />waste operations center that is proposed and see if it needs water and sewer, and if so, take it <br />through Rogers Road, which would serve that community. <br />A motion was made by Commissioner Jacabs, seconded by Commissioner Halkiotis to <br />approve awarding housing bond funds in the amount of $205,000 to Habitat for Humanity to <br />purchase land on Purefoy Drive in the Rogers Road community in Chapel Hill, authorize the <br />Manager in consultation with the County Attorney to enter into a Development Agreement <br />detailing the conditions of the award, and direct staff to revisit the solid waste operations center <br />needs of water and sewer and the possibility of taking the route up Rogers Road. <br />Commissioner Gordon said that this would go through rural buffer. She said that she <br />wants to approve the first part but there is a problem going through the rural buffer. She will <br />vote but she has not changed her position on the rural buffer. The motion is only for the issue <br />to be studied. <br />Chair Carey said that he supports looking into the study of Rogers Raad. <br />VOTE: UNANIMOUS <br />d. Durham Technical Community College: Sustainable Design Features in <br />New Building The Board discussed and provided direction to the Durham Technical <br />Community College (DTCC) officials and project designer regarding desired sustainable design <br />features for passible inclusion in the new campus building and direct staff to prepare a budget <br />amendment to support the expenditure for design fees. <br />Jahn Link said that they received correspondence from President of DTCC Dr. Phail <br />Wynn about costs to add sustainable features to DTCC, and the itemized estimated costs are <br />before the Board tonight. He said that they are only focusing on the building tonight and not the <br />site. The issues on the site will be coming back as soon as possible. <br />Commissioner Halkiotis said that there seems to be another land dispute in Waterstone. <br />He asked how they would stay abreast of these issues. He said that the developers have <br />changed and he does not know the expectations of them. He asked if the staff has met with the <br />new developers. He is not feeling good about this project and he wants to feel in the loop. <br />John Link asked Geof Gledhill about the agreements in place with Hillsborough and the <br />developers. Geof Gledhill said that Orange County does not have any agreements with <br />Hillsborough, but only with the developers. The agreement survived the transfer of developers <br />and they have to meet the requirements of the old developer. The contract the County has now <br />is double protection that the requirements of the contract are going to be met. The design <br />guidelines are the same. <br />Commissioner Jacobs said that his concerns are that he does not want to wait and he <br />would like a staff group made up of Orange County Planning staff, the architect, and DTCC staff <br />to let the Board of County Commissioners know every step. He has heard that the new <br />developers want to change the road that will have impacts on the access, etc. He does not <br />want to find out about these things too late. He wants to be in the loop. <br />John Link agreed with that idea and he looks to Craig Benedict as the focal person. He <br />said that he would be at every meeting they have and he will talk with the Town Manager <br />tomorrow. He has asked Craig Benedict to report to the Board by the end of the week. <br />Purchasing and Central Services Director Pam Jones said that on September 20th the <br />Board heard sustainable design elements from Ken Redfoot. The Board had asked far more <br />areas of study, including solar usage, public transportation, reduced parking, multi-story <br />buildings, and operable windows. <br />
