Chair Carey said that this conversation began in 1989 and resulted in a task force <br />making recommendations in 1993. He recognizes that his colleagues want to have more <br />deliberation, and he thinks that they most likely will not make a decision until next spring. He <br />thinks this would be disrespectful to the people that they promised they would make a decision. <br />A motion was made by Chair Carey, seconded by Commissioner Foushee that the <br />Board will pursue a district election system and have a referendum in the general election of <br />2006 on the map that the Board of County Commissioners adopt. <br />Commissioner Halkiotis said that Chair Carey is pushing a timeframe. He said that he <br />has no problem with supporting district representation. He will vote against this out of his <br />principles that he has not had an opportunity to discuss this with the Board publicly or privately. <br />He would appreciate the opportunity to discuss this in a scheduled work session. <br />Commissioner Jacobs agreed with Commissioner Halkiotis and Chair Carey and said <br />that this is a benign resolution and does not commit them to any particular approach and he will <br />support the motion. <br />VOTE: Ayes, 4; No, 1(Commissianer Halkiotis ) <br />Chair Carey said that there would be a work session as soon as it can be arranged an <br />the forms and the maps. <br />e. Housing Bond Program <br />The Board considered awarding housing bond funds in the amount of $205,000 to <br />Habitat for Humanity to purchase land on Purefoy Drive in the Rogers Road community in <br />Chapel Hill and authorizing the Manager in consultation with the County Attorney to enter into a <br />Development Agreement detailing the conditions of the award. <br />Housing and Community Development Director Tara Fikes presented this item. She <br />said that they received an application from Habitat for land banking, which allows local <br />organizations to use band funds to purchase land that may become available to the community <br />to be developed as affordable housing in future years. There is a total of $612,500 available in <br />the land-banking fund. The proposed property is north of the Rusch Hollow subdivision that <br />Habitat currently has under construction and adjoins a 6.75-acre tract currently awned by <br />Habitat. The preliminary plans include the provision of public water and sewer by the Orange <br />Water and Sewer Authority by extension from the Rusch Hollow subdivision. This neighborhood <br />is in an area where the Town of Chapel Hill will be completing a small area plan. The project <br />review and selection committee held apre-application and apost-review conference with <br />Habitat and would like to award the $205,000 with two conditions: Habitat will engage the local <br />community during the development and planning phase; and that Habitat enter into a written <br />agreement with the seller that ensures that the current tenant of the mobile home is not <br />displaced by any future housing development on the site. <br />Commissioner Jacobs asked County Engineer Paul Thames about this project causing a <br />sewer and water line extension and Paul Thames pointed the area out on a map. He said that <br />the route was not inconsistent with what was approved as a line years ago. <br />Commissioner Jacobs asked about the area to the west of Rogers Road and if this is <br />what Carrboro annexed and Paul Thames said that he did not know what Carrboro has <br />annexed. It is in Carrboro's ETJ and city limits. Commissioner Jacobs said that if they annex, <br />then they are obligated by law to provide utilities. <br />Geof Gledhill said that they would not be obligated by law to provide utilities because <br />Carrboro does not provide utilities. Towns that do provide water and sewer are required to <br />provide public water and sewer to annexed areas. <br />Commissioner Jacobs asked Paul Thames if this would get water and sewer lines ready <br />to serve the Greene Tract and Paul Thames said yes. <br />
