Board Comments <br />Commissioner Jacobs distributed a document that was handed out at the Economic <br />Development Commission meeting. This was the Economic Development Director's report and <br />it also includes a summary of employment in Orange County. From 2000-2005, there was a <br />steady decline in private industry and a steady increase in government. He said that there was <br />some concern about this with the EDC. <br />Commissioner Jacobs said that there was another meeting of the Small Business <br />Workgroup and they talked about the property in the northeast corner of Orange County and the <br />possibility of bringing different zoning arrangements to public hearing as early as February. <br />Commissioner Jacobs made reference to the rose-colored sheet at their places, which <br />includes the draft minutes of the meeting on November 14t" with representatives of the Town of <br />Hillsborough, Orange-Alamance Water, Piedmont Minerals, and the Eno River Association. He <br />and Chair Carey attended this meeting. A number of things were discussed, such as the short- <br />term situation regarding the drought and how it had adversely affected the Eno River. He said <br />that the Town of Hillsborough has been releasing water from its West Fork reservoir and has <br />instituted voluntary conservation measures. The Town of Hillsborough is still being forthcoming <br />with maintaining in-stream flow and the Eno River Association volunteered to help staff try and <br />slow down the beavers so that the water can resume flowing. Lake Orange has been going <br />dawn one inch a day. They asked staff to come back with a revised view of who is taking out <br />water and what the allocations are. There is more work to do with the capacity use agreement. <br />Commissioner Jacobs said that he and Chair Carey attended another school <br />collaboration meeting last week and they agreed as a group that the next two meetings would <br />be devoted to school construction standards. They hope to have something to present to the <br />three boards at the next joint meeting. <br />Commissioner Jacobs said that the lime green sheet at their places is the Human <br />Relations Commission information. They have done some polling on social justice issues and <br />haw people want their tax money spent. <br />Commissioner Jacobs said that Environment and Resource Conservation Director Dave <br />Stancil wanted to bring them up to date on news from the Clean Water Management Trust <br />Fund. Dave Stancil said that this fund application for Enrvin Trace was awarded in the amount <br />of $1,112,00 and the funds will go towards the purchase of the property formerly known as <br />Erwin Trace being acquired by Chapel Hill, Orange County, Durham County, the City of <br />Durham, Triangle Land Conservancy, and a neighborhood organization. They do not have the <br />final details yet but they should be able to pursue the acquisition of the Penny property at <br />$1,000/acre. <br />Commissioner Jacobs said that he attended an annual meeting at Duke Forest and next <br />year is the 75t" anniversary. He would like to work with them on some events to celebrate this. <br />Commissioner Jacobs said that he attended the Walk for Education in Hillsborough and <br />it went through downtown Hillsborough and there was a good turnout. <br />Commissioner Jacobs said that he went to the library today and someone has stripped <br />the paint there and there was paint dust in the lobby. He would like to get the entrance to the <br />library painted before December 1 st and the annual book sale. John Link said that he learned of <br />the refuse yesterday and he directed staff to address this as scan as possible. <br />Commissioner Halkiotis said that he met with John Link, Commissioner Jacobs, and <br />Craig Benedict and he brought up an issue about the truck stop in Hillsborough and that there <br />are two signs. One sign has something about pre-leasing spaces and Craig Benedict was not <br />aware of the signs and these people have not gone through a formal process with the Planning <br />
