NOW THEREFORE BE IT RESOLVED that the Orange County Board of County <br />Commissioners, to further the goal of coordinated and efficient transportation, facilities, <br />infrastructure, and public services planning, respectfully requests that the NCDOT District Office <br />include and offer County administration and planning staff the opportunity to review and <br />comment on major development proposals within Alamance County and/or the City of Mebane <br />that will impact Orange County infrastructure and public services. <br />VOTE: UNANIMOUS <br />Resolution Calling for New Federal PrioritiesThe Board considered a resolution to <br />petition the President of the United States and Congress to develop new federal priorities and <br />approve the draft letter far the Chair to sign. <br />Commissioner Gordon reminded the Board of Commissioners that they have at their <br />places the resolution that she submitted to the Chair and Vice Chair far placement on the <br />agenda. This is the same resolution submitted by citizens and passed by the Town of Chapel <br />Hill. The version in the agenda packet is the one that was amended by the Chair and Vice <br />Chair. <br />PUBLIC COMMENT: <br />Mark Marcoplos said that he and Dan Coleman wrote this resolution and took it to the <br />Chapel Hill Town Council on October 24th and they passed it, as did the Carrboro Board of <br />Aldermen. He thinks that there is a growing realization that we are going way off course with <br />our federal policies: tragic war in Iraq, education and health needs going unmet at the local <br />level, environmental needs going unmet at the local level, etc. He said that the local <br />governments are being robbed by federal policies and it has gone too far. He read the <br />resolution. <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />RESOLUTION CALLING FOR NEW FEDERAL PRIORITIES <br />WHEREAS, federal administration priorities and policies have led to de facto unfunded <br />mandates on local governments, such as: <br />• Demands for increased testing without sufficient funding for public education, and <br />• Failed energy policies that increase dependence on costly non-renewable fuels, <br />and <br />• Health care policy that favors pharmaceutical and insurance industries at the <br />expense of employers and citizens, and <br />• Environmental policies that worsen air pollution and drive up health care costs, <br />and <br />• Lax enforcement of job safety regulations resulting in productivity losses and <br />increasing health costs, and <br />• Mismanagement of homeland security that places increased burdens on local <br />governments for disaster planning and relief, and <br />
