VOTE: UNANIMOUS <br />c. Resolution to Coordinate with NCDOT to Provide Comments an Develapment- <br />Related Transportation Proposals Located Along Orange County's Western <br />Border <br />The Board considered a resolution expressing intent and interest in coordinating with the <br />North Carolina Department of Transportation (NCDOT) to provide comments on development <br />related transportation proposals located in Alamance County along Orange County's western <br />border. <br />Planning Director Craig Benedict said that this is a resolution to assist in the <br />coordination with DOT. The resolution would further the intent far Orange County to address <br />transportation issues along the western border with roadways that may be constructed based on <br />new development in Alamance County and sometimes in the City of Mebane. This resolution <br />would formalize the relationship with DOT in regards to these projects. <br />Commissioner Gordon asked if the partners in Alamance County were in agreement with <br />this. Craig Benedict said that they have improved communication with Alamance County and <br />the City of Mebane about these issues. This is another tool in improving the communication. <br />Both entities will also get a copy of this resolution. Orange County is partnering with DOT on <br />this. <br />Commissioner Gordon asked if it was important that Alamance County know about this <br />and gets a copy of this. John Link said he would call the Manager in Mebane since it is the area <br />that they are most interested in. He said that the present process has DOT meeting with the <br />Mebane Manager and Planning Director on an as-needed basis, and this will make sure that <br />Orange County is in the pipeline. <br />Commissioner Gordon asked far more clarification on this process. Commissioner <br />Jacobs said that they talked with Mike Mills yesterday and he was going to call the Manager of <br />Mebane to ask if a Planning representative from Orange County could attend one of these <br />technical review committee meetings in Mebane so that DOT would not have to go to the <br />meetings. DOT will act as an intermediary to make sure that Orange County is represented. <br />He asked the Manager to call the Alamance County Manager also and let them know the intent <br />that Orange County would just like to get a place at the table. <br />Commissioner Halkiotis said that Commissioner Jacobs noted at the DOT meeting <br />yesterday that there was a request from the OCS Board to have a meeting with Mebane elected <br />officials because some of these developments are in Orange County and this will affect the <br />school system. <br />Chair Carey said that it was clear at the collaboration meeting last week that OCS was <br />concerned about this growth. <br />Commissioner Gordon suggested a change in language in the resolution from "efficient <br />transportation planning" to "transportation, facilities, infrastructure, and public services." <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to <br />approve a resolution expressing intent and interest in coordinating with the North Carolina <br />Department of Transportation (NCDOT) to provide comments on development related <br />transportation proposals located in Alamance County along Orange County's western border, <br />with the amendments. <br />A RESOLUTION OF INTENT AND INTEREST TO REVIEW AND COMMENT ON <br />DEVELOPMENT-RELATED TRANSPORTATION PROPOSALS ALONG ORANGE <br />COUNTY'S WESTERN BORDER THROUGH THE NCDOT <br />
