Gayle Wilson said that he sent Paul Meyer an email today asking him about the <br />current status of this. <br />Geof Gledhill said that what they can do relates to contracting with waste collectors. <br />There is not anything Orange County can do policy-wise or ordinance-wise. <br />Commissioner Jacobs asked about taking some things in-house before the General <br />Assembly convenes. Geof Gledhill said that he does not think it is in the realm of <br />passibility to move that quickly. <br />Gayle Wilson said that Paul Meyer said that the only protection he was aware of was <br />implementing a franchise system prior to the effective date of the legislation of the bill. <br />Commissioner Jacobs asked them to work on this to make Orange County safe. <br />Hwy 57 Solid Waste Convenience Center: <br />Rod Visser distributed an aerial photo of a portion of the County's Public Works site. <br />Their primary focus at the staff level has been making sure that there is a fallback for this <br />center. There are a couple of possible footprints on the Public Works site. He said that <br />they are looking at having a site in place in time far them to move from Highway 57. <br />John Link said that if there were other County-owned property within this area, they <br />would be looking at that. He is aware of talks between Orange County and Hillsborough <br />about the Fairview plans for recreation and parks and both facilities. He wanted to make <br />it clear that this site would be temporary, maybe a year or so. He said that Hillsborough <br />might not be able to use this site for Public Works until two years or longer. He <br />recommends the site on the left side of the road because of the terrain. <br />Commissioner Halkiotis asked Environment and Resource Conservation Director <br />Dave 5tancil how this would impact Fairview Park. Dave Stancil said that the property <br />mentioned was a part of the Public Works land swap, but this would not impact the park <br />since they would not need it far a couple of years. <br />Commissioner Jacobs asked for a full map of the Public Works site. This will be <br />provided. <br />Craig Benedict explained the map of the Public Works site. <br />Commissioner Jacobs said that they need to communicate with the Fairview <br />community that the County is not bringing a solid waste operation, but that it is <br />temporary. The Board agreed. <br />John Link said that it would be good to come back and share with the Board and the <br />citizens that there is a long-term issue of permanent siting of solid waste convenience <br />centers in the northern part of the County. He said that they would communicate with <br />Hillsborough and inform the citizens of Fairview exactly what is happening. <br />Update on Solid Waste Management Plan: <br />Rod Visser said that the County has been going through a process with municipal <br />partners and the Solid Waste Advisory Board. The last update to the State was <br />submitted in June 2004.
