APPROVED 3121!2006 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />WORK SESSION <br />November 9, 2005 <br />7:30 p.m. <br />The Orange County Board of Commissioners met far a Work Session on <br />Wednesday, November 9, 2005 at 7:30 p.m. at the Government Services Center in <br />Hillsborough, NC. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey and Commissioners <br />Valerie Foushee, Alice M. Gordon, Stephen H. Halkiotis and Barry Jacobs <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEY PRESENT: Geoff Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Harvey and Clerk to the Board Donna S. Baker (all <br />other staff members will be identified appropriately below} <br />AdditionslChanges to the Agenda: <br />Chair Carey reviewed information at their places and said that the lime green <br />hand out is suggested revisions from Commissioner Jacobs to Item 4, the Policy for <br />Naming County Buildings. The pink handout is a news article referencing volunteer fire <br />departments from Commissioner Jacobs. He said that there was one additional item at <br />their places, which is in reference to the Gravelly Hill Middle School, and West Ten <br />Soccer Park electric service that needed to be brought to the Commissioners' attention <br />as an update this evening. <br />Gravelly Hill Middle School and West Ten Soccer Park Electric Service <br />John Link said that for more than a month the County and OCS have been trying <br />to get electric service to the new middle school and they learned last week that the DOT <br />rights-of-way would not be workable. A group of stakeholders met together, which <br />included Commissioners Halkiatis and Jacobs, OCS Superintendent Carraway, school <br />representatives, Duke Power representatives, and a number of staff and he feels that <br />they have arrived at a win-win situation. As will be done with Twin Creeks, the County <br />and the school system will share in the cost of the infrastructure and this will have a <br />much lower impact an the environment. The cost is now half of what was originally <br />thought. He made reference to page two of the abstract, which outline the benefits of <br />this option. <br />Planning Director Craig Benedict referred to a map of the new middle school and <br />soccer site. Duke Power has an existing transmission line that runs through the site. <br />The site that they were hoping for was along I-85 and down to the soccer center park <br />with overhead, and then underground into the site. There were problems with DOT <br />rights-of-ways. The new route is parallel with an overhead line in part of the easement <br />where there are overhead transmission lines now, then they go underground on school <br />property, and go underground into the site. There is $20,000+ of conduit that goes <br />through the middle of the site that will service the future concession area. It continues <br />underground all the way out to West Ten Road, servicing the lift station, which will <br />service a large portion of the economic development district.
