APPROVED 3/21/2006 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />WORK SESSION <br />OCTOBER 17, 2005 <br />7:30 p.m. <br />The Orange County Board of Commissioners met for a Work Session on Monday, October 17, <br />2005 at 7:30 p.m. at the Government Services Center in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and Commissioners <br />Valerie P. Foushee, Alice Gordon, Stephen Halkiotis and Barry Jacabs <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill and S. Sean Barhanian <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant Managers Rod <br />Visser and Gwen Harvey and Clerk to the Board Donna S. Baker (All other staff members will <br />be identified appropriately below). <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. <br />1. 2004 Facilities Study Group Key Issues Report <br />Justice Facilities: <br />Jahn Link said that Purchasing and Central Services Director Pam Janes would summarize <br />this item. He said that Commissioners Halkiotis and Jacobs have worked with staff on facility <br />issues and tonight they will start with Justice Facilities. <br />Pam Jones said that after they talk about Justice Facilities then they would go through the <br />list. She gave same history of the project. The architects have met several times with building <br />staff and Commissioners and they have learned a lot. There was a report in 1995 that talked <br />about Orange County's development of justice facilities, and this gave a span for square footage <br />that would be needed by 2025 that was somewhere between 95-100,000 square feet. The <br />County Commissioners decided that 100,000 square feet would be too large for Margaret Lane, <br />so it was pulled back to 25-27,000 square feet. This was determined to be too small, so there is <br />now a 38,000-square foot design. The additional square footage would be cost out at $2.2-2.5 <br />million and is within the debt capacity. They now need to decide which footprint to pursue. They <br />hope to be under construction this time next year. The total cost of the project is about $10 <br />million. <br />Commissioner Halkiotis asked if this included the farmers market and Pam Jones said yes. <br />John Link said that they would do a summary sheet after tonight. <br />Commissioner Gordon asked if they could talk about the debt schedule and Pam Janes said <br />yes, that Donna Dean was here to address that issue. <br />Ken Redfoot from Corley Redfoot Zack said that they were asked to look at a 27,000 square <br />foot facility, but after interviewing staff and after other site visits it became clear that they needed <br />to look at two schemes -one for 27,000 square feet and one for 38,000 square feet. He <br />described the layout of the addition. The single point of entry would be off Margaret Lane for <br />security reasons. There will be a reduction in parking in this area as a result of the addition. He <br />showed pictures of the two schemes and described each scheme. The larger scheme allows for <br />the Public Defender to be in Hillsborough, who is now in Carrboro at Carr Mill Mall in a rented <br />
