APPROVED 2/21/2006 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />WORK SESSION <br />SEPTEMBER 13, 2005 <br />7:30 p.m. <br />The Orange County Board of Commissioners met for a Work Session on Tuesday, September <br />13, 2005 at 7:30 p.m. at the Government Services Center in Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, and Commissioners <br />Valerie P. Foushee, Alice M. Gordon, and Barry Jacobs <br />COUNTY COMMISSIONERS ABSENT: Stephen Halkiotis <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill and S. Sean Barhanian <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Harvey and Clerk to the Board Donna S. Baker (All other staff <br />members will be identified appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. <br />Chair Carey said that the Board needed to add a closed session at the end of the meeting <br />for the purpose of: <br />"To discuss the County's position and to instruct the County Manager and County Attorney on <br />the negotiating position regarding the terms of a contract to purchase/lease real property," <br />NCGS § 143-318.11(a}(5}. <br />A motion was made by Commissioner Foushee, seconded by Commissioner Jacobs to <br />approve adding this item to the agenda. <br />VOTE: UNANIMOUS <br />1. Chanae in BOCC Meetina Schedule <br />The Board considered two changes in the County Commissioners' regular meeting <br />calendar for the year 2005. <br />The lime green sheet is the revised meeting schedule. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner to Foushee <br />to approve adding a Work Session on Monday October 3, 2005 starting at 5:30 pm at the <br />Government Services Center (prior to the 7:30 pm BOCC regular meeting at F. Gordon Battle <br />Courtroom in Hillsborough, North Carolina}; and changing the October 25, 2005 Work Session <br />TO Monday, October 17, 2005 at 7:30 pm at the Government Services Center. <br />VOTE: UNANIMOUS <br />2. Appointments <br />a. Arts Commission -New Appointments <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Gordon to <br />appoint Amy Lawson and Sally McKenzie for At-Large positions on the Arts Commission to <br />partial terms expiring March 31, 2007. <br />
