increase to reinstate some of the capital projects. She did not realize this. Also, when the <br />Board approved the 60140 policy, she did not know that High School #3 funding was going to be <br />impacted, and that about $4 million of that impact fee money is not going to be available <br />anymore for the construction of High School #3. This means the CHCCS will have to come up <br />with over $4 million of sales tax revenue (pay as you go funds) from their capital budget thus <br />causing them to delete other capital projects. She would like to ask staff to write out the text of <br />the new capital funding policy before the Commissioners take their summer break. Also, she <br />wanted to know if there are any other hidden consequences of option 2. <br />Commissioner Foushee thanked the administration, directors, County Attorney, and <br />District Attorney for providing her with some orientation. She feels confident that the training will <br />provide her with the knowledge to make informed decisions. <br />Commissioner Halkiotis said that he is willing to spend time in July to figure out how <br />County government can become more aligned with its political philosophies. He said that <br />something is wrong when they want to preserve and protect trees, but the agenda packet is <br />over 700 pages. He knows that it took one staff person one and a half days just to make copies <br />of the packet. He would be willing to meet with the Manager and any other Board member and <br />appropriate staff to figure out how to stop using so much paper. Commissioner Jacobs <br />volunteered to help Commissioner Halkiotis. <br />Commissioner Halkiotis made reference to the sheet on follow-up action items (yellow <br />sheet}. He made reference to the first page and said that he thought the Manager would take <br />care of the Ag Preservation festival being held at Blackwood Farm. He said that Economic <br />Development Director Dianne Reid should be involved in this effort. He would like to help this <br />effort and institutionalize it, just like Hog Day and the Pow-Wow. <br />Commissioner Halkiotis asked that the last item on the first page be cancelled because <br />he now has his answer. This is regarding air quality impacts in Orange County from the coal <br />burning plants in Person County. <br />Commissioner Halkiotis made reference to compressed natural gas vehicles and said <br />that he is not fully convinced that CNG is the way to go because more vehicles have been <br />dropped off the manufactured list. He would like to revisit this issue before the vehicles are <br />retrofitted. <br />Chair Carey said that he would ask staff to put County Commissioners' technology <br />package on the agenda for the work session on June 9th. This is the first step in using less <br />paper. There is now wireless technology in both meeting locations. <br />Chair Carey asked the staff to make available to the public the proposed agenda list for <br />the budget work sessions. <br />4. County Manager's Report <br />John Link clarified what the staff is to bring back per Commissioner Gordon on the 60140 <br />policy at the last meeting on June 23rd. Commissioner Gordon said that she hoped it could be <br />brought forward before June 23rd. John Link said that he would personally respond to the other <br />questions. He said that the staff worked hard to try to respond to the requests of the County <br />Commissioners as it related to the options far the 60/40 policy. <br />Chair Carey said that though they will look at the text of the policy, the Board would not <br />revisit the numbers that have been adopted because they have already been approved. <br />John Link invited Health Director Rosie Summers to come forward. He said that Dr. <br />Summers convinced him to bring a teen tobacco prevention project forward to the Board several <br />years ago, and he was a little skeptical at the time. He is very proud of this project and what it <br />has accomplished. He said that, as a result of this teen tobacco prevention project, there has <br />been a 12% drop in the number of high school smokers in the OCS and a 5°~ drop in smokers <br />
