Geof Gledhill pointed out that this is not the agreement that establishes the financial arrangement. Commissioner Gordon suggested the following language in the MOA in Section 1: "In the full compensation of Orange County, for all expenses incurred, by the Town of Hillsborough for said implementation." A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis to approve a Memorandum of Agreement (MOA) for implementation of the National Pollutant Discharge Elimination System Phase II Stormwater Management Program for the Town of Hillsborough by Planning & Inspections' Erosion Control Division, with the changes as stated above by Commissioner Gordon. VOTE: UNANIMOUS Commissioner Jacobs said that Commissioner Halkiotis had raised the idea of sharing a recreation position with Hillsborough. He would like to encourage the Manager to look at areas of collaboration with the Town of Hillsborough. Commissioner Jacobs also encouraged Craig Benedict to talk with the two school systems to give them a brief presentation of the land use plan update and the six permutations, and the possible effects of different scenarios on the tax base. d. Appointments (1 } Adult Care Home Community Advisory Committee - New Appointments The Board considered appointments to the Adult Care Home Community Advisory Committee. A motion was made by Commissioner Jacobs, seconded by Commissioner Foushee to appoint Judith Mitchell to an At-Large position to expire June 30, 2006. VOTE: UNANIMOUS A motion was made by Chair Carey, seconded by Commissioner Jacobs to appoint Gwen Jordan to an At-Large position to expire June 30, 2006. VOTE: UNANIMOUS {2} Animal Services Advisory Board -Initial Appointments The Board considered initial appointments to the Animal Services Advisory Board.
