Petitions for Addition of Subdivision Roads to the NC Secondary Road System <br />The Board considered two petitions to add subdivision roads to the state-maintained <br />Secondary Road System. <br />Commissioner Jacobs said that it is either Texas or North Carolina that has the most <br />roads that it maintains at the public's expense. He is going to start voting against this until DOT <br />figures out a better way to have a relationship between the taxpayers paying for these roads <br />that developers put in to make their development work financially for them. <br />A motion was made by Chair Carey, seconded by Commissioner Halkiotis to approve <br />the requests to add Churton Grove Boulevard (Extension of SR 1653), Ainsworth Drive, West <br />Bromfield Drive, East Bromfield Drive, Hadfield Street, and Cavell Court in Churton Grove <br />Phase I I Planned Development; and Country Air Lane, Butterfly Place, Fernleaf Place, North <br />Highbranch Way, and South Highbranch Way in Fox Hill Farm -East Phase II Sections A&B, to <br />the State Secondary Road System. <br />VOTE: Ayes, 4; Nay, 1 (Commissioner Jacobs) <br />ff. NCDOT Issues -Funding for Homestead Road Sidewalks and Smith Level Road <br />Lmprovements <br />The Board considered comments supporting two transportation projects related to <br />schools: 1) A resolution requesting the North Carolina Department of Transportation (NCDOT) <br />to transfer funding in the Moving Ahead program allocated for improvement to Smith Level Road <br />to bicycle and pedestrian improvements on Homestead Road and Rogers Road; and 2} A letter <br />to the NCDOT supporting the position of the Carrboro Board of Aldermen regarding Smith Level <br />Road, and authorizing the Chair to sign. <br />Commissioner Gordon said that there was a change {rose-colored sheet} and she asked <br />Karen Lincoln to explain the change. <br />Karen Lincoln said that this is not a change, but just additional information for the <br />second item, which is a letter from the Board in support of Carrboro's letter to NCDOT <br />supporting the cross-section design for Smith Level Road. Carrboro had voted to ask NCDOT <br />to change the TIP project for the road design to accept the three-lane crass-sectian that was <br />proposed. <br />Commissioner Gordon verified that the Board was endorsing the three-lane option. She <br />said that there was no immediate increased financial impact associated with this item, but later <br />there will have to be road improvements in conjunction with High School #3. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Jacobs to <br />1.
