Commissioner Halkiotis said that everyone has been working very hard on this process. <br />The driving issue is that the lease runs out in June 2006. <br />Commissioner Gordon said that that she did not think that this would be the only time for <br />the Commissioners to review the plans because they are not having the last design committee <br />meeting until June 7t". She thought that this meeting would be to show the Board of County <br />Commissioners the plans and that it would come back. She did not realize that the Board had <br />to approve this tonight. <br />Pam Jones said that the staff could bring this back to the Board on June 23~d. They will <br />solicit bids in July. The time is compressed, but it is doable. <br />Chair Carey asked about the access road off of Homestead Road. Pam Jones said that <br />this was turned down. There will be a service road to the back of the building far bringing things <br />into the kitchen area and for the dumpsters, but there will not be a connector to Homestead <br />Road. <br />Chair Carey said that, although he is concerned about the process, he is not concerned <br />about the plan. <br />Commissioner Halkiotis made reference to the basketball piece and the theater piece <br />and said that there is a real diversity of seniors working together on this center. <br />Commissioner Jacobs asked that this be brought back on June 7tH because he cannot <br />comment on something that he has only seen far five minutes. <br />Pam Jones said that the architect would not be available on June 7t". John Link said <br />that it could be brought back at the second meeting in June, and any County Commissioners <br />could have individual meetings if needed with staff and the architects. <br />This item will be brought back as soon as possible. <br />3. Mental Health Reform Update <br />Assistant County Manager Gwen Harvey said that this is just an opportunity for the <br />Board to talk about the meeting recently that included Representative Insko and Lisa <br />Wainwright from the State office. She made reference to the abstract, which highlights some of <br />the actions that have been taken since the beginning of the calendar year. These <br />accomplishments are as follows: <br />• Adapted LME By-Laws and Officers {Jimmy Clayton, Chatham County <br />Commissioner, currently serves as LME Chair; Sue Schwartz serves as <br />OPC Area Board Chair) <br />• Received Preliminary Findings from FY03-04 Financial Audit (Final <br />Report to be presented by Dixon Hughes on May 24tH) <br />• Engaged a Personnel Consultant, Steve Straus, to assist Orange County <br />Personnel in the conduct of an Assessment Center to fill the Director <br />position (Assessment Center to be conducted on June 29tH) <br />• Named a Director Search/Selection Committee to review candidates for <br />the Assessment Center Process (Moses Carey and John Link represent <br />Orange County) <br />• Reviewed OPC management recommendations on the general utilization <br />of County funds to support internal OPC programs, and the proposed <br />development of a "Professional Employer Organization" to help facilitate <br />the transition of long-term employees nearing retirement from the state <br />system <br />• Continuing to receive, at each monthly meeting, an OPC management <br />update on program divestiture issues and RFP timelines (The BOCC has <br />expressed a particular interest and concern for involvement in matters <br />
