Orange County 2012 Exercise Series Proposal envi r®SAFE <br /> Globs!E.O•risne•-Local Esp.russ <br /> EnviroSafe contracted with the City of North Port, Florida on a three phase <br /> c� c '12,„‘ project to write the Continuity of Operations Plan for the city, orient city <br /> employees to the plan through departmental orientation sessions, and test the <br /> plan through a full-scale exercise. The full-scale exercise required city <br /> ,.' employees to utilize the COOP in relocating to alternate facilities due to an <br /> • 6g`R it i emergency evacuation of their primary location and successfully conduct daily <br /> business. The City of North Port COOP followed guidance from FEMA. <br /> North Carolina Emergency Management contracted with EnviroSafe to <br /> conduct Operation Pandemic CIPHER, the North Carolina Statewide <br /> Pandemic Influenza Full-Scale Exercise (FSE) which was the first of its kind <br /> in the United States. Pandemic CIPHER was a complex exercise that <br /> • - , incorporated several jurisdictions across the state and tested pandemic <br /> "" `"`` ' "`a' influenza and terrorism response capabilities. It included full activation of <br /> the State Emergency Operations Center (EOC) and eight county EOCs. Special emphasis was <br /> given to resource management of federal, state, and local resources such as SNS and Chempak <br /> assets. <br /> 18 <br />
