Orange County 2012 Exercise Series Proposal envi r®SAFE <br /> Global E.perienee-Local Expertise <br /> EnviroSafe continues to work with the Greensboro Metropolitan Medical <br /> Response System to provide training and exercises in order to evaluate current <br /> capabilities in comparison to Hazard Vulnerability Assessments (HVAs) within <br /> • , ' the multi- hospital, multi jurisdictional region. Most recently, EnviroSafe <br /> " conducted a tabletop exercise that brought regional partners to a single location to <br /> discuss management of resources and capabilites when providing alternate medical care facilities <br /> should primary hospitals be compromised with influx of patient surge due to an outbreak of food <br /> poisoning at a local college. EnviroSafe has been asked to continue with the evaluation and <br /> provide a full-scale exercise allotting for an opportunity to set the plans and discussions to <br /> action. <br /> EnviroSafe was contracted by North Carolina Emergency Management to <br /> provide a regional multi-county approach to examining continuity of operations of <br /> local governments when faced with a disaster that interrupts vital services. From <br /> 1111. this series, Continuity of Operations plans for Harnett County, Brunswick County, <br /> Iredell County, Johnston County, Duplin County, Alamance County, Alexander County Caswell <br /> County, and Guilford County and all cities within these jurisdictions were developed. The <br /> planning portion of this project began with initial meetings and workshops, followed by <br /> development of departmental questionnaires and interviews. These plans in comparison to <br /> Hazard Vulnerability Assessments (HVAs) identified risks of the respective counties and <br /> provided a comprehensive approach to developing capabilities to lessen the effects of the <br /> vulnerabilities. <br /> EnviroSafe then provided each jurisdiction with an additional workshop to introduce the draft <br /> plans and to finalize any changes or additions that department managers made. After the <br /> workshop, each jurisdiction held either a tabletop exercise or a full scale exercise to test their <br /> new plan. <br /> AnMed Health Systems, Greenville Hospital System, Palmetto Baptist Hospital <br /> COOP Exercise (Anderson, S.C., Greenville, S.C., Columbia, S.C.) In three <br /> „tuElav„ta separate projects, EnviroSafe was contracted to design, conduct, and evaluate an <br /> Axih W1tc,al 'u Welt <br /> exercise based on Emergency Operations and COOP plans of three health systems <br /> related to systems disruption. With an extensive background in EOP and COOP <br /> plan development and exercises, our planning team worked with the hospitals to <br /> assure that all components of the plans were properly addressed and followed with a <br /> full scale exercise to test all components of the COOP plans. <br /> rmmerro HEALTH <br /> EnviroSafe designed, conducted, and evaluated a patient surge and <br /> discharge functional exercise for St. Francis Hospital System in <br /> BON SEcou s Greenville, SC. Using a severe weather scenario, the exercise completed <br /> ST.FRANCIS HEALTH SYSTEM the following objectives: emergency discharge, review of surge and <br /> decision making processes, and practice of critical thinking. <br /> St. Francis Hospital System also completed a hospital evacuation full scale exercise involving <br /> hospital nursing and command staff, as well as local first responders. The exercise required the <br /> horizontal and vertical evacuation of patients, coordination between the hospital and first <br /> responders, and incident management using HICS by command staff. Training on proper lifting <br /> and moving of patients was conducted before the exercise. <br /> 17 <br />
