Orange County 2012 Exercise Series Proposal envi r®s/4FE <br /> Global Exoarieao•-Local Eip•rtite <br /> participants about how to best deal with the controller or evaluator issues encountered. <br /> In conjunction with Pandemic CIPHER, EnviroSafe was used as a beta test for the Department of <br /> Homeland Security Exercise Evaluation Guides (EEGs). EnviroSafe, working with the State of <br /> North Carolina, utilized existing EEGs, provided feedback on their usefulness, and <br /> recommended changes. This experience began EnviroSafe's proven track record in EEG <br /> development and use. <br /> EnviroSafe conducted a Summit for the Colorado Hospital Association <br /> that was designed to provide the participants with an opportunity to <br /> C'h;a evaluate and gather tools for updating their current mass evacuation <br /> Colorado Hospital Associaton <br /> plans. There were 179 participants, which were divided into groups <br /> according to hospital size, region, etc. Each group of 10 was lead by a Facilitator, who kept the <br /> participants on-task and asked a series of questions designed to elicit responses from each facility <br /> regarding their mass evacuation planning needs. Information gathered during table discussions <br /> was entered into EnviroSafe's ETACS system and the data was analyzed and reported after the <br /> Summit. <br /> The objectives of the 2009 CHA Summit were: <br /> • To have statewide collaboration for hospital planning <br /> • To produce a hospital evacuation plan draft <br /> • To provide guidance for hospitals to tailor the template plan to individual facility needs <br /> • To share best practices <br /> • To provide consistency for evacuation planning <br /> During this very successful 2009 Summit, the need was identified for further collaboration <br /> among Colorado hospitals in determining the best ways to work together to plan for <br /> emergencies. <br /> The Metrolina Trauma (Regional) Advisory Committee sought the <br /> services of EnviroSafe to plan, facilitate and evaluate a full-scale exercise <br /> series. 28 regional hospitals, EMS agencies and Local Emergency <br /> M TROLRr oMT,rtRirArUMA Operations Centers simultaneously responded to a simulated winter <br /> weather event. This event caused facilities to examine their plans for <br /> power outages, medical surge, communications, alternate care facilities, resource management <br /> issues as well as other major events spawning from a major winter storm. <br /> The Exercise Series was conducted utilizing all Homeland Security Exercise and Evaluation <br /> Program (HSEEP) components. A comprehensive After Action Report was provided to the <br /> Region to identify each respective partner's vulnerablities as well as capabilities to manage such <br /> an event. <br /> 16 <br />
