This plan was designed as <br /> ao overall guide 10 the n`it' adnu, preparedness, response and recovery actions of <br /> 0 <br /> the General Administration and provided an array of processes 10 follow during a <br /> major event affecting any of the UNC Campuses. EnviroSafe staff reviewed current plans and <br /> related documents as well as interviewed key personnel to determine the best course of actions, <br /> document those actions, and provide a checklist for ease of use during an event. <br /> The University of North Carolina General Administration contracted with <br /> • I�ovimoS�e to provide all Design and {�ooductfor 16 Tabletop and 15 Full Scale <br /> exercises at all 17 of the UNC campuses. The scenarios ranged from Active <br /> ',, ,.:14:\ if.., Shooter scenarios, bioterrorism, mass fatality, improvised explosive device, mass <br /> fatality weather events, and chemical releases. These exercises included <br /> activation of the university EOP plans as well as the regional response plans for <br /> the universities. <br /> �� <br /> ���� Winston-Salem/Forsyth County Emergency Management contracted with <br /> EnviroSafe to develop its Standard Operating Guide(SOG) for Emergency <br /> ����^ Operations Center activation. As part of this p 'ect, meetings were held to <br /> Emergency discuss best practices,practical tools, and Chv and County mpeoiflcneeds. A <br /> seminar was presented to emergency management staff for introduction and <br /> review of the newly developed 8(]G. Two tabletop exercises were conducted to present EOC <br /> concepts to the community partners who would be working in the EOC during an emergency. <br /> The final phase of the project was the conduct and evaluation of a functional exercise including a <br /> shift change for EOC personnel. In 2010, EnviroSafe developed and delivered EOC workshops <br /> which will be followed up later this year with full-scale exercise involving EOC activation. <br /> -- North Carolina Emergency Management contracted with EnviroSafe to <br /> :•`3k conduct Operation Pandemic CIPHER, the North C omo li ou Statewide Pandemic <br /> c <br /> Influenza Full-Scale Exercise (FSE) which was the first of its kind in the United <br /> ^^^^'^'' ^''^'^. States. Pandemic CIPHER was a complex exercise that incorporated several <br /> jurisdictions across the state and tested pandemic influenza and terrorism response capabilities. <br /> It included full activation of the State Emergency Operations Center (EOC) and eight county <br /> E0Co. <br /> In preparation for the Pandemic CIPHER project, EnviroSafe staff conducted two, two-day <br /> regional workshops on HSEEP guidelines and trained evaluators for the statewide exercise. <br /> These workshops were unique in the fact that a DVD was created with short video clips of <br /> common scenarios encountered during the evaluation of exercises. These Interactive Video <br /> Evaluator Training Modules were shown and then facilitators opened discussion with <br /> 15 <br />
